Angela: Hello, <Player's Name>! How are you finding Dubai so far? It's a fascinating country. I can't wait to go out and take some photos! I saw a man riding a lion this morning!

The Bureau arrives to Dubai, United Arab Emirates, so Jack and the player can go undercover and meet up with Seamus Cummings, an arms dealer with ties to The Sword. However, their mission gets abruptly stopped when they find Seamus' body in their rooftop golf course meeting spot, shot in the chest.

Tropes:

  • Age-Gap Romance: Vanna, who is 21, fell in love with Seamus, who seems to be in his 50s, after their one-night stand.
  • Armoured Closet Gay: Sultan Mahmoud, the leader of a Middle Eastern country, is revealed to be secretly gay after you find a photo the victim took of him entering into a gay bar to blackmail him with.
  • Arms Dealer: What the victim was.
  • Blackmail: Seamus was blackmailing Sultan Mahmoud with a photo of him entering a gay bar.
  • Brain Bleach: Despite his line of work including lots of gruesome murders, Jack shows himself to be extremely grossed out at the thought of Vanna holding Seamus' pubic hair as a souvenir.
  • Call-Back: Jessica Stern and Sultan Mahmoud reappear as suspects.
  • Cat Fight: One between Vanna and Fiona ensues after the latter finds out Vanna slept with her husband.
    Jack: That's enough! Vanna, go pull yourself together... and maybe put some clothes on!
  • Cliffhanger: The case ends with the Bureau rushing to Iraq to rescue Jessica's son, who has been kidnapped by The Sword.
  • Creepy Souvenir: Vanna decided to hold a handful of Seamus' pubes after their one-night stand, which really grosses out Jack.
  • Cryptic Conversation: Jack (disguised as the victim) and the Sultan have one regarding some extra money the Sultan has given to him, and it's later revealed that he was referring to Seamus holding a photo of the Sultan entering a gay bar.
    Sultan Mahmoud: And I've thrown in some extra gold to make sure we have an understanding on our other matter, as well.
    Jack: The other matter? Uhm... right... the "other matter". We... won't say... a word.
  • Death of a Child: Fiona killed Seamus after she found out he had caused the death of their son by leaving his gun unattended at home despite her pleas and warnings about it.
  • Delicious Distraction: Jack distracts a tiger with some kebab so the player can remove a gold bar from its mouth.
  • Dressing as the Enemy: Jack dresses as the victim so you can talk with the Sultan, since he was there to buy some weapons from him.
  • Every Man Has His Price: The Sultan offers Jack and the player money, cars, and women in exchange of keeping shut about him entering a gay bar, which worked into making Seamus hide the secret.
  • Flat "What": Jack has a variation after you visit Jessica's home.
    Andrew: She's in the bathroom. We're going skiing. Do you like popsicles?
    Jack: Do I like... what?
  • Food Slap: The killer threw hot coffee at the victim's face before murdering him with his own gun.
  • Hoist by His Own Petard: The victim was killed with his own weapon.
  • I'll Kill You!: The Sultan threatens Jack (who was disguised as the victim) with this, since he's paying Seamus to stop providing rebels and The Sword with weapons.
  • The Infiltration: The case begins with Jack and the player dressing as rebels so they can meet up with Seamus and find clues about The Sword.
  • It Has Been an Honor: Jack tells the player it was nice knowing them when you attempt to remove a gold bar from a tiger's mouth.
  • I Just Want to Be Special: Khalid Al Zahrani, the victim's golf caddy, stole his "pocket money" (a bag with $50,000) after he found his body since he wanted to feel rich and special just like him.
  • Likes Older Men: Vanna, as demonstrated by her one-night stand with Seamus and how she later fell in love with him.
    Vanna: He was pretty sexy for an old dude. I have a thing for older guys. You know... daddy issues.
  • Little "No": The Sultan gets one when Jack and the player interrogate him without Seamus' costume.
    Jack: We're investigating a murder. This time it's someone by the name of Seamus Cummings. Ever heard of him?
    Sultan Mahmoud: ... no.
  • Lured into a Trap: When Dupont and Asal analyze a mousetrap with a message left by The Sword, they manage to deduce that everything that has happened since the finale of Europe, from the feather left in the poisoned dart that guided you to Morocco to the briefcase full of money in Egypt that led you to Dubai, had been breadcrumbs left by The Sword to lure you into a trap, with the final step being the kidnapping of Jessica's son so you go to Iraq and confront them.
  • Mama Bear: Fiona killed Seamus to avenge her son after he caused his death.
  • Missing Child: Andrew, Ambassador Jessica's son, gets kidnapped during the Additional Investigation by The Sword, leading you into a chase to track him down.
  • Reports of My Death Were Greatly Exaggerated: When Sultan Mahmoud says he's surprised to see Seamus alive (when in reality is just Jack disguised), Jack handwaves it by saying he's there anyway.
  • Safe Word: "Eskimo" becomes Jack and the player's safe word while meeting with Seamus.
  • I Shall Taunt You: The Sword leaves a mousetrap with an orange feather (which the dart that killed Chief Ripley also had) and a mocking message for you to find during the Additional Investigation, claiming that they have led you into a trap.
  • Shark Tunnel: One of the crime scenes is an underwater bar with this motif.
  • Shout-Out:
    • The victim is named after Samuel Cummings.
    • Vanna Alabama is a parody of Miley Cyrus, and she is named after Hannah Montana.
      • During the case, Vanna says "He destroyed me like a wrecking ball".
    • In the Underwater Bar scene, there is a conspicuous yellow submarine.
      • A similar vessel is seen in the Bar Tables scene.
  • Skewed Priorities: When Fiona and Vanna are fighting and the former threatens to throw the latter off the roof, Angela first asks them to smile since she wants to take a photo for her album.
  • Teen Idol: Vanna Alabama, a parody of Miley Cyrus who is 21 but has been around for years.
  • Til Murder Do Us Part: Seamus was killed by his own wife.
  • Urban Segregation: You get to see both sides of Dubai in this case: the fancy area filled with giant buildings and shops, and the poverty-ridden slums.
    Jack: <Player's Name>, you never hear about this part of Dubai. Not as flashy...
