Colonel Spangler: Pacific Bay Police seem to have interesting notions of jurisdiction. I suppose we can cooperate if it is absolutely necessary.

In the wake of Hurricane Zelda approaching Jazz Town, Chief Marquez orders Amy and the player to supervise the evacuation site set up in the Thunderdome stadium and being led by Colonel Spangler. There, they find the body of thief Theo Mercier stuffed inside a crate and with a weather vane jammed down his throat.

Tropes:

  • Asshole Victim: Theo was a thief who stole from people already struggling during a hurricane evacuation, including medicines, just for the sake of creating trouble. He also purposefully sold faulty equipment to Peggy, refused to give asthma medicine to Dinah (his girlfriend!) for her son, and abandoned his own father during both Hurricane Yves and Hurricane Zelda right after snatching away his money. Unsurprisingly, no one mourns for his death.
    Claude: This may be for the best. Theo was a threat to the general public!
  • "Blackmail" Is Such an Ugly Word: Peggy insists that she didn't steal Colonel Spangler's laptop, but rather "borrowed" it.
  • Call-Back: Colonel Spangler, Dinah Cooper, and Peggy Pascal reappear as suspects.
  • Casual Danger Dialogue: This exchange at the end of the case:
    Russell: Hey, <Player's Name>, have you taken a look outside? It seems the people of Jazz Town have decided to party! Way to stay positive in the face of a catastrophe!
    Oops! Someone just threw a molotov cocktail at a car! I hope it doesn't explode!
    Amy: Molotov cocktail? Russell, these people aren't partying, they're rioting!!
  • Citywide Evacuation: The case deals with the military and the police leading an evacuation site for the people of Jazz Town as another hurricane rapidly approaches.
  • Cliffhanger: The case ends with Amy, Russell, and the player witnessing a growing riot in the streets of Jazz Town.
  • The Cuckoolander Was Right: In the end, Peggy's conspiracy about a Weather-Control Machine turns out to be true, existing as a military project led by Colonel Spangler for helping with droughts and humanitarian projects. However, according to him, this weather machine can only create a little rain, not massive hurricanes...
  • Contrived Coincidence: One of your suspects just happens to live in a house that previously belonged to victims of The Puppeteer, allowing Yann to find more evidence about them and Russell to decipher their modus operandi, which consists of killing parents who have had problems with their teenage children.
  • I Did What I Had to Do: Claude Lamothe killed Theo because he kept stealing the medicines from his pharmacy, which he needed for the people of Jazz Town.
    Claude: I know it was wrong, but don't you see? I had to kill the one to protect the many!
  • I Have No Son!: Hugo, Theo's father, disowned his son after he abandoned him for a second time during a hurricane evacuation and stole his money, even putting "shoot on sight" posters of Theo throughout Jazz Town.
    Amy: Mr Mercier, please! Money isn't everything! It certainly isn't enough to call for your own son to be gunned down in the street!
    Hugo: Ha! He didn't give two hoots about his poor old father... So I stopped caring about him!
  • Improvised Weapon: The victim was killed by having a weather vane jammed down his throat.
  • Parting-Words Regret: Yann confesses that the last thing he said to his parents before they were murdered was this.
    Yann: I accused them of being bad parents... The next day, they got killed by the Puppeteer. The last words I said to them were words of anger!
    I was angry at them, but I never wanted them dead! I've never been able to forgive myself.
  • Shout-Out:
    • The case's title is based on the novel Under the Dome.
    • In the Pharmacy Counter scene, there is a picture of the Virgin Mary.
  • Skewed Priorities: During Claude's trial, Judge Dante is saddened by the fact that he won't be receiving free lollipops from his pharmacy anymore.
