The KND try to get the Fourth Grade Class President to his Town Council meetings safely

  • Absurdly Powerful Student Council: This episode introduces the idea, revisited in several later episodes, that a grade-school class president is powerful enough to have pull at City Hall.
  • The Bad Guy Wins: It turns out the Class President was working for Father all along. It didn't matter whether The Delightful Children from Down the Lane's robot replacement got to City Hall or the real president did, Father was bound to win.
  • Brainwashed: The monotone voice President Jimmy speaks with at the end of the episode implies that this happened to him sometime after he was dropped off at City Hall. But the character motivations in this episode as a whole are confusing, and there is also the possibility that Jimmy was Not Brainwashed and Evil All Along. In addition, though he later does pull a Face–Heel Turn out of free will, that one is explained to be solely for his own ends with no relation to the events that happened here.
  • Evil All Along: It's possible Jimmy was this, depending on whether you believe he was on Father's side the whole time or (as implied by his sudden monotone voice) was brainwashed. The episode leaves it open to interpretation.
  • Evil Chancellor: President Jimmy's secretary Anna at the very least is set up to appear this way. She is introduced as his trusted advisor and, upon being denied entry to School Bus One, secretly contacts the Delightful Children to inform them their initial plan went awry. At the end of the episode, Jimmy is revealed to have either been Evil All Along or Brainwashed during the time he was at the negotiations. If the latter, Anna would have been working against her boss at first. Whatever the case, this is ultimately subverted. In her next appearance, Anna is deeply devoted to Jimmy to the point of being his Ignored Enamored Underling.
  • Fat, Sweaty Southerner in a White Suit: The Class President.
  • Foreshadowing: President Jimmy admits to Numbuh 1 that he envies him, with one of the reasons being that he has "a great girlfriend." Later in "Operation: S.N.O.W.I.N.G.", Jimmy pulls a Face–Heel Turn and tries to steal Lizzie away from Numbuh 1 to make her his queen.
  • Non-Standard Character Design: A KND operative known as Numbuh 24 (the one who faces the camera while giving a thumbs up) is shown to be more realistic-looking and detailed compared to the other characters on the show. Justified since he's a invokedContest Winner Cameo.
  • Student Council President: This episode focuses on the KND's efforts to get the fourth grade class president to a meeting at City Hall safely so he can make positive changes for the school's students.
  • Sudden Downer Ending: The class president turns out to be a plant for Father, meaning the KND were helping him all along.
  • Whole-Plot Reference: This episode is a parody of Harrison Ford's 1997 movie, Air Force One.
  • Wham Line: What brings about the episode's Twist Ending.
    President Jimmy: I met with school officials today, and I'm pleased to announce that school will no longer end at 3 P.M.! That's right. School will now end at 8:25 P.M. And there'll be no lunch break, and triple homework for everyone. Isn't that right… Father?
  • Wham Shot: President James McGarfield with Father by his side, right after proclaiming the school day will now end at 8:25 PM, and no lunch breaks and triple homework.
  • Xanatos Gambit: Whether the robot replacement succeeded in taking the President's place or not, they were both already in Father's pocket.
