December 7, 1941: Newly promoted Commander Andrew Thorson arrives at the Eagle Union naval base of Pearl Harbor. He is greeted by Admiral Hawkins who takes him to his office in order to personally discuss with him. Along the way, Thorson encounters a beautiful blonde, tanned woman who Hawkins refer to as a "failed weapon".

Once inside the office, Hawkins reveals to Thorson his true mission. On 1931, an alien race called the Sirens appear and offer humanity technology that far surpassed anything the world has ever seen. While there is no clear motive behind the Sirens' actions, the four major powers of humanity decides to take advantage of these gifts and form Azur Lane with the hope in building the ultimate weapon. Labs had been set up all over the world with one located on an island in the Pacific.

After many trials and errors, Azur Lane created a new race of sentient beings called Kansen, shipgirls with the power to command warships at will.

Although Azur Lane was dissolved once World War II occurred, research and development of the Kansen continues leading to a world-wide arms race. Eagle Union decides to engage in a project; recruiting their greatest minds, including Thorson, into discovering a hidden ability within the Kansen in hopes to find a solution to obtain victory over the enemy, Crimson Axis.

Now briefed on his mission, Thorson is ordered to head to building B-1 where his comrades are there, ready to start the project. Before he leaves, Thorson asks what'll happen to the Kansen if the project fails with Hawkins replying that the Kansen will be discared like any obsolete weapon.

Meanwhile, Sakura Empire launches a major offensive against.....Pearl Harbor.

The chapter contains the following tropes:

  • Cliffhanger: The chapter ends with Arizona about to be attacked by Sakura Empire aircraft.
  • Downer Beginning: It's Pearl Harbor, what do you expect? And before that happened, it's obvious that Kansen are treated very poorly.
  • Foreshadowing: Several scenes show Eagle Union's distasteful opinions about the Kansen.
    • Hawkins and Tennessee's strained relationship is first glimpsed here.
  • Infodump: The meeting between Thorson and Hawkins is this, explaining about the history of the Sirens, Kansen and Azur Lane.
  • Oh, Crap!: Thorson reacts in horror when Pearl Harbor gets attacked by Crimson Axis.
