Evil Teacher: The ESL teacher was secretly selling out some of his students to an immigration judge, who would order them detained for deportation at a private prison in Texas from which he was getting kickbacks.
He Knows Too Much: The victim caught on to the judge and the teacher's scheme, and so was killed as a result.
Jurisdiction Friction: It turns out that a locker rented by a suspect was being monitored by the FBI, who were investigating the judge's kickback scheme and weren't happy about the NYPD ruining their sting operation.
