After Eiki Shiki temporarily stepped down as leader of the Magistrates, the GUAL Council of Liberty was formed as a division to put the more law extremist deities loyal to YHVH in check, straying from the fruits of tyranny imposed. These deities are followers of Seraph Lamington and Havelock Vetinari. Messengers of freedom, they set out to arrest any deity who causes damage.

When Eiki Shiki returned, the Council of Liberty became a partisan faction of the Magistrate Judges, functioning similarly to the GUAG's Alpha-Omega Force and the GUAE's Liebertarian Movement.


Leaders of the Council

These individuals are Supreme Judges of the Magistrate Judges as well.

Eiki Shiki, Yamaxanadu, Highest Judge Of The Court Of Paradise

  • Greater Goddess
  • Symbol: The Rod of Remorse.
  • Alignment: Lawful Good (but when she is on the job, she must judge as Lawful Neutral)
  • Reason for joining: To prove that law isn't tyrannical, and to try and steer YHVH in a more neutral position when laying it out.
  • Loyalty to Lamington and Vetinari: High.

The Judge, God of Non-Violent Judgment and Chief Justice of the Court (His Honor, Udjey, the Bearded Gentleman)

  • Demigod(His verdicts however carry authority of a Greater God)
  • Symbol: A gavel.
  • Alignment: Lawful Neutral
  • Reason for joining: He's the only judge around who will play by the rules rigidly, but also has a sense of fairness and desire to unveil the truth.
  • Loyalty to Lamington and Vetnari: High.

The Living Tribunal, Supreme Judge of the Multiverse (Vengeance, Necessity, Equity)

  • Rank: Overdeity
  • Symbol: A gaffle with the sigils of Eternity, Galactus and Death
  • Alignment: Lawful Neutral
  • Reason for joining: To keep an eye on YHVH and show his loyalty to Eiki Shiki, Lamington, and Havelock Vetinari and maintain natural order in the pantheon.
  • Loyalty to Lamington and Vetinari: High. He's impressed with what they've done to prevent their universe from spiraling into anarchy and discord.

The Enforcers

Jeanne d'Arc, Patron Saint of the Inspiring Women Leaders (Joan of Arc, Ruler, Holy Hour Dragon Knight, Maid of Orleans, Tart, Ruler Alter, Twisted Maid of Orleans, Servant Avenger)

  • Greater Goddess
  • Symbol: Her Banner
  • Alignment: Lawful Good
  • Reason for joining: Since Jeanne has many misgivings to most members of GUAL, she joined the Magistrates as it's the best way to serve the Almighty.
  • Loyalty to Lamington and Vetinari: Medium.

Judge Joseph Dredd, God of THE LAW (Judge, Jury, Executioner, Joe Dredd)

  • Greater God
  • Symbol: His Helmet and Badge
  • Alignment: Lawful Neutral Personified
  • Reason for joining: As an enforcer of the law, this was the only Alliance that he could accept.
  • Loyalty to Lamington and Vetinari: High. He respects the two for solving the problems without resorting to dictatorship. That means he's equally likely to chase down GUAL members if they're breaking the rules with as much determination as when chasing individuals of any other alignment.
  • Threat to other alliances: Very Low to the GUAG. He will not target them unless they do something criminal. For the others, Medium.

Carmelita Fox, Goddess of Interpol Special Agents (Inspector Carmelita Montoya Fox)

  • Lesser Goddess
  • Symbol: Her shock-pistol
  • Alignment: Lawful Neutral (Lawful Evil in the third game)
  • Reason for joining: There's order to be done and she wants justice to be served.
  • Loyalty to Lamington and Vetinari: Medium.

Gabranth, God of Violent Judgement (The EXecutioner, The Judge Magister, Noah fon Ronsenberg)

  • Lesser God
  • Symbol: His Helmet.
  • Alignment: Lawful Neutral
  • Reason for joining:

Alex J. Murphy, God of Superhuman Police (RoboCop, OCP-001, Detroit's Cyborg Defender)

  • Rank: Intermediate God
  • Symbol: His Detroit PD badge
  • Alignment: Lawful Good
  • Reason for joining: His 'loyalty' is to his Three Directives, only one of which (the Third: "Uphold the law".) ties him (however much) to the GUAL. Since YHVH's vision has severe issues with Directives One ("Serve the public trust.") and Two ("Protect the innocent."), he has since joined the Council of Liberty, who upheld all three directives.
  • Loyalty to Lamington and Vetinari: Very High. His Three Directives links him better under their leadership than it did with YHVH.
  • Threat to other Alliances: To the GUAG, Nigh-zero: He knows they're good folks who follow the law,

Xenovia Quarta and Irina Shidou (Power Idiot, Slashing Princess (Xenovia); Self-Proclaimed Angel/Childhood Friend/Raised in Japan (Irina))

  • Intermediate Goddesses
  • Symbol: The sword Durandal (Xenovia); the Excalibur Mimic (Irina)
  • Alignment: Lawful Good (Xenovia); Chaotic Good (Irina)
  • Reason for joining: Any group that would oppose YHVH is a group they would gladly join.
  • Loyalty to Lamington and Vetinari: Very High. Lamington was able to see that they were still good despite straying from God. In addition to this, Lamington's subordinate, Flonne, is friends with their teammate Asia, thus sealing the deal.

Steve Rogers, God of Pride for Ones Nation and Head of Defense (Captain America, Cap, Commander Steve Rogers, The Sentinel of Liberty)

  • Greater God
  • Symbol: The American Flag and his razor-edged Boomerang Shield.
  • Alignment: Good - there are arguments for both Lawful and Neutral.
  • Reason for joining: Acting as a liaison to the GUAG.
  • Loyalty to Lamington and Vetinari: High.

Nozdormu, The God Who resigned to his Fate (Noz, The Timeless One, The Timeless, The Lord of Time, Lord of the Centuries, Master of Time, Dragon of the Ages, Murozond)

  • Greater God
  • Symbol: A Giant Hourglass with Draconic Motifs
  • Alignment: Lawful Neutral, leaning towards Lawful Good.
  • Reason for joining: As the Dragon Aspect of Time, his job is to preserve the natural flow of time. As such, he choose to join the GUAL since it fits more his agenda.
  • Loyalty to Lamington and Vetinari: High.

Satsuki Kiryuin and the Elite Four

  • Rank: Varies between each member
  • Symbol: Bakuzan with a four at the background
  • Alignment: Lawful Good
  • Reason for joining: Seeing as how YHVH's goals involved the elimination of free will, they sought out to join here, acting as liaisons for the GUAG like Captain America.
  • Loyalty to Lamington and Vetinari: High.

Shay Patrick Cormac, The God Who Keeps Switching Sides (The Assassin Hunter, Templar Enforcer, The Traitor)

  • Rank: Intermediate God
  • Symbol: A shattered Assassin Symbol, behind the Red Cross of the Templar Order
  • Alignment: Lawful Neutral with Lawful Good tendencies, but is considered Lawful Evil by the Assassin Brotherhood.
  • Reason for joining: He would like to join the GUAG, but because he was blacklisted from it by Ezio, he has decided to join the Magistrates.
  • Loyalty to Lamington and Vetinari: High. While YHVH's goal is a grand-scale version of the Templars' goals, he doesn't really agree with the extremes of the Great Will. He only betrayed the Assassins because they once tinkered with terrible things that once destroyed an entire city.

Satya Vaswani, Goddess of Hard Light (Symmetra, Sym)

  • Lesser Goddess (rumored to have powers that can be on Intermediate Goddess)
  • Symbol: The light teleporter in front of the logo of Vishkar company
  • Alignment: Lawful Neutral with dashes of Lawful Good
  • Reason for joining: To create a more beautiful and orderly world.
  • Loyalty to Lamington and Vetinari: Medium

Klaus Wulfenbach, God of Validated Extremists (Baron of Europa, Greatest of Sparks, Lord of the Pax Transylvania)

  • Lesser God
  • Symbol: A chess rook with wings.
  • Alignment: Lawful Neutral, teetering on Lawful Evil if he deems it necessary
  • Reason for Joining: The Pantheon needs order, as Europa did. Anarchy will not be tolerated. However, the Baron himself sees no pleasure of ruling things with an iron fist.
  • Loyalty to Lamington and Vetinari: Medium-High. Wulfenbach appreciates how they've both reduced the chaos and anarchy in their realms. For that, he gets along with both of them very well. Joining here even makes him "going Over There" to settle petty disputes and focus more on his science projects.
  • Threat Level to the Alliances: To the GUAG, Low. They see him as a good and reasonable man at heart. However, he still wants them to surrender Agatha over to him due to "The Other" inside of her (even if it's gone by now), but it's not a priority given all the other threats in the Pantheon as well as the fact that the GUAG has people to keep that issue in check given their GUAG Token Evil Teammates. For the other alliances, it Medium-Very High. He's a brilliant strategist, a great scientist, and a prime candidate for command of the armies of Law.

Adrian Veidt, God of Successfully Timed Plans(Ozymandias)

  • Lesser God
  • Symbol: His outfit in this button form
  • Alignment: Lawful Neutral/Lawful Evil (formerly Lawful Good)
  • Reason For Joining: YHVH offered to maintain his utopia for the forseeable future. Unfortunately, he realized that the creator god was vain, would eliminate free will, and cause a repeat of what he did in his own dimension. He has since joined Lamingtion and Vetinari to see to it that his goals would end on a more peaceful note.
  • Loyalty to Lamington and Vetinari: High. He sought their guidance to not make the same mistake he once did in their home universe.
  • Threat Level to the Alliances: Relatively High. This is a man who Out-Gambitted among all things a near-omnipotent being. He's no slouch in the fighting department, capable of besting anyone of his level. One of the more dangerous minds in the group for sure.

Anubis, God of Human-Bodied Beasts (Inepu, Jackal God, God of the Dead, Anoobis, Goobis)

  • Greater God
  • Symbol: A jackal standing atop of a circle of Mummy Wrap
  • Alignment: Lawful Neutral
  • Reason for joining: He wants to help make Eiki Shiki's job of guiding dead souls easier. That, and he wants to stop being demonized due to being a God of Death.
  • Loyalty to Lamington and Vetinari: Medium-High.
  • Threat Level to the Alliances: To the GUAG, Low. While he has no intentions on harming the GUAG, he still has to do his job, even if the members like it or not. As for the other alliances, very high

Arvis, God of Surprise Betrayal By Reinforcements (Alvis, Duke of Velthomer, The Successor of the Divine Flame, The Head of the Velthomer Family, The Emperor of Grannvale)

  • Lesser God (Intermediate God while wielding the Valflame tome)
  • Symbol: The Valflame Tome on top of the crest of the Velthomer house (actually named 'Fire Emblem')
  • Reason for Joining: After he realized that he was being used by Manfroy, who was using his son as a vessel for a dark God, he wants to make up for it by joining the group. The people knew his heart was in the right place, but remembered that his methods were very questionable.
  • Loyalty to Lamington and Vetinari: Arvis has limited ties to the group: While he has still has his ambitions of achieving peace, the seraph has tried to have his angels restrain him should he ever stray from his altruistic ambitions.
  • Threat Level to the Alliances: To the GUAG, Low. He will not target them, unless they get in his way first. As for the other alliances, however, Medium: He will not tolerate anyone threatening his kingdom.
