Worse, they don't always have to do it themselves; they can just simply influence some humans that had big ambitions (and penchant for warfare) to sell their soul and do their bidding for more sacrifices and food. Hoping that some divine intervention would punish them? Guess what, their God is the sole God of the setting, and he created the humans exactly for that: Food for his Genma. That's the setting of Onimusha in general; where demons roam free and approved by 'God' to kill you horribly and eat you grotesquely.
