A school gains a new crisis counselor after a shooting incident, who strictly enforces the zero tolerance policies, gets students expelled over minor issues and has them sent to a program called "Operation Turnaround." Operation Turnaround, is later revealed to be a detention camp for students and teachers, and it is implied that anyone who attempts resistance is killed. And the school where the shooting took place is mysteriously completely cleared out by the end.
