Headscratchers / Striking Distance

In my honest opinion, Jo/Emily acted more like a nuisance than a Love interest to Tom; first by forcibly stopping him from apprehending that one culprit he chased, and then by selfishly pouring one of his liquor bottles down the drain and then refusing to leave his houseboat when he demanded her to do so. He clearly was not in any mood for her company following that altercation at the Officer’s Ball and yet she practically forced her way into his life and refused to give him space. What was up with that?
