Wouldn't the relationship between Happy and Virginia be seen as a conflict of interest by the Pro Golf Tour? Regardless of whether or not their romance was made public, the two hung out together outside of Tour events (though the Tour may have been fine with this as Virginia's job was more or less riding on Happy toning down his on-course antics) and Virginia was openly rooting for Happy to win the Tour Championship.
No because Virginia's position is public relations, not as an official and as such had no involvement in the outcome of the matches.
