Headscratchers / Great Mazinger

• Where did Kenzo get the Japanium from? Supposedly the only lode is located on Mount Fuji and is under control of the Institute. Where did he get the money to build Great Mazinger, Venus A, and the Fortress of Science? And how he was able to build all of it in absolute secret? I can rationalize the first, since Baron Ashura found another lode far from Mount Fuji in episode 23, therefore there must have been more lodes in another places, but the other stuff?
