Headscratchers / Fear Equation

• You get radio messages saying there are survivors in a location, and when you get there days later they're still alive, yet when I cut power to a train cabin, passengers disappear within seconds and lottery winners on a mission disappear within minutes. Why can other survivors last so long and yet mine are so vulnerable?
  • In-universe, the survivors likely let their guard down once they're aboard the train — it's your job to protect them now.
