Headscratchers / Enchanted Arms

Is there something that I'm missing about Toya's glasses? Normally he doesn't have any, but when he wants to emphasize a point, they magically appear on his face so that he can push them up like a glasses character, and then the next time he talks, they're gone again. Were they added late in production or supposed to be scrapped but weren't taken out completely, or what?
