  • What was Quixos' plan? He needed a bunch of high-level psykers. Three inquisitors (one of them his pawn) have captured a bunch of psykers he could use. Rather than free the psykers by guile (with the help of his ally) or via an all-out attack on whatever prison they were kept in, he instigated an attack on a whole bunch of Imperium troops and citizens, causing deaths that did not serve his purpose in any way and making sure he'd be hunted with overwhelming force if anyone discovered he was responsible... only for most of the psykers to get killed in the confusion. Tracking down and recapturing any surviving psykers would be difficult \ impossible unless preparations were made before the attack and they knew where to go (in which case, again, why not smuggle them out at that point).
    • I have no idea; Quixos' plan makes very little sense. Best guess I can make is that by creating chaos then rescuing the psykers in the chaos he might be able to foster loyalty in the psykers, or approach them later and make the desperate people offers. Quixos may also had other movies in the attack. Quixos does have a staggering contempt and hatred for the Inquisitors (and there were quite a few in the parade), so it is possible that he wanted to grab the psykers later but for now he wanted to just kill Inquisitors.
    • It's possible that he wanted to use the atrocity as a distraction. Plus its quite possible that the plan was influenced by Cherubael, who wanted Eisenhorn to start hunting Quixos. In that regard, attracting attention was benefitial - to the daemon, but not to its master.
