Headscratchers / Assault on Precinct 13 (1976)

• So why exactly was the police chief at the decommissioned Precinct 13 loading a shotgun with live ammunition, just to store it in a locked box, presumably for transport? Isn't SOP for weapons transport to keep them unloaded in the unlikely event of a discharge occurring?
