"Bhatair" is far more passionate and energetic than "Velvare". When Bhatair was in Bellingrath, his emotional outbursts were a source of ridicule and often got him into trouble. He probably saw his personality as the reason no one took him seriously, not the fact that his country was poor and falling apart. When he arrived in Gallitan and became Velvare, he saw it as a fresh start and a way to get rid of the parts of himself he hated.
This also explains why he's so hard on Enel. He sees in him the same energy that Bhatair had, and hates the reminder that he was once as excitable and dramatic as Enel
Of course Enel faints a lot. Velvare's "accident" happened when he was 7, and he was a fairly sheltered kid. Seeing something like that is bound to have some sort of lasting effect.
That moment in Chapter nine when Apen says he's not going to hang himself, Berlyne asks him, "Haven't you already tried that?" There's a red mark around his neck. There's a high probability she found him before it was too late. No wonder she's so protective of him in that scene.
