As crooked as Cpt. Jack Wander was, the implication seems to be that the brass he was blackmailing with his stash of secrets are even worse. This means that Biggs is basically a hatchetman for a bunch of monsters that put every other scumbag in the film to shame, and Ludlow was his Unwitting Pawn in getting rid of the one man who had leverage over them. Which, granted, was probably the point.
