Due to the way Raybearers were reworked at the end of the series, nobody knows who they are until Melu comes to pick them up. How many Abusive Parents will put children to the torch or a blade or a hex, hoping to discover that their kid is the heir of the realm?
This seems unlikely. For one thing, Tar specifically worded her wish so that the Ray would be granted to two people who were already suited to ruling the empire in peace, which would pretty much rule out most if not all children - part of Tar's whole motivation for changing the Ray in this manner was discomfort with the concept of forcing a child into a pre-ordained role without their consent and which they may not want or be suited for. So the Ray is no longer a "from birth onward" deal. Secondly, even if this were the case, without access to the lion-head masks these hypothetical parents would have no way of knowing wh8ich immunity their child was born with, making "testing" for such a huge risk just on the incredible off-chance that their child was chosen out of millions.8
Sure, but abusers aren't known for their rationality.
