Even with 1957 technology, it should have been possible to construct sealed shelters with enough compressed oxygen, lithium hydroxide (to absorb the carbon dioxide), water, and food to last small numbers of people for the five years until the fallout went down. Although it's possible that the governments did do this, but kept it secret to keep mobs of people from trying to storm the shelters and wrecking them.
