• Tom Farrell and Scott Pritchard first became friends at college years before the events of the film. Given that Pritchard wound up serving as aide to the Secretary of Defense, who orders Farrell's transfer to the Pentagon, it's possible that Farrell's handlers from the Soviet Union arranged for them to meet in the first place hoping just for this outcome.
• Farrell and Pritchard share some physical similarity, enough that their "average" looks mean either could be the Soviet spy. It later enables Brice to frame the dead Pritchard as such, and this allows the real agent (Farrell, unknown to Brice) to leave the Pentagon after Pritchard's death.
