Jean's inventions of jets and helicopters and Hanson's Gratan technology seem like good additions to the world...until you realize that following the devastation of Paris, it's likely that a militaristic faction will come to power in France. Their World War I isn't going to be fun, especially with additional weapons compared to OTL. In a way, it makes very understandable Electra's admoninations about secrets mankind is better off leaving alone or Neo leaving Enseign fate to prevent the Nautilus's secrets being revealed...
Emperor Neo's demand that England surrender itself and place a white flag on top of the Eiffel Tower in Paris seems absurd - why make the demand with the Red Noah in Paris instead of in London, especially when there's no way the English would be able to put the flag up on the Eiffel Tower in time (this being the 19th century)? The demand was meant to be unfulfillable, so that Red Noah would have an excuse to lay waste to London, Paris and other human cities.
Or it might simply be the case Emperor Neo broadcast different version of his speech for different nations and that the episoce cut across this part; maybe Neo simply asked every nation of the world to put a white flag on its major landmark (so, the United Kingdom would use Big Ben, Russia the Kremlin, France the Eiffen Tower and the United States the Statue of Liberty...). Paris might have been bombed first simply because it was the nearest to Red Noah.
There is no guarantee Neo-Atlantean operatives ceased working after the death of Gargoyle. Could it means there might still try to resurrect the cause, whether by developping superweapons or by causing chaos to raise tensions at a scale which would make the SPECTRE look like a Quaker school fair (just wonder if their main operative in Sarajevo received the June 1914 Employee of the Month Award...)? In other terms, the fight is not over, as proven by the movie The Secret of Fuzzy.
