The pirates in the tutorial are smaller than the ones throughout the rest of the game because that's their normal size. All other pirates have gone through the enlargement process, and the Federation wasn't aware of this until they landed on Talvania.
The stinger not being available without obtaining a Metroid egg because the events depicted in the scene would be impossible otherwise.
