The Master essentially tries to blackmail the entire Universe (well, the three-quarters of it that are left following his meddling on Logopolis), by sending out a message via radio in spoken English. Even with the use of the lightspeed overdrive to accelerate the signal, how long exactly was he planning to wait for the "Peoples of the Universe" to receive his message, translate it, ponder it and get back to him?
