Charming dodger Rosco Frazer (Terence) and former fisherman and convict Doug O’Riordan (Bud) met by chance during a brawl in a roadhouse. Because of a misunderstanding, they're mistake for truck-jackers and, after getting away from an encounter with the cops, drive to an airport to leave the state. There they pose as two missing passengers for the flight to Miami named Mason and Steinber, not knowing that those two are CIA agents.

Mistaken for the real deal, they receive a suitcase with a million dollars inside and, once in Miami, they end up in the CIA headquarters to meet their boss, "Tiger", who task them with a dangerous mission: while impersonating two rich texans, they have to investigate on a secret criminal organization in Miami Beach, lead by the mysterious megalomaniac K1, while dealing with many mishaps, assassination attempts and surreal, embarassing accidents.

This film contains examples of:

  • Affably Evil: When the heroes finally board K1's personal ship, he welcomes them warmly, offer them a seat and compliments their skills, offering them a place in his organization before his final plan is set in motion.
  • Affectionate Parody: Of spy fiction movies.
  • And That's Terrible: Invoked when Rosco and Doug discuss the consequences of K1's plan and the hypothetical disappearence of numbers from the world. They finally take it seriously when Doug realizes that with no numbers he wont' be able to enjoy their own million dollars.
  • Auto Erotica: In a scene which doesn't influence the plot, nor is referenced, Rosco asks for a lift from a pretty lady on a car... who invites him for lovemaking as payment for the lift.
  • Bar Brawl: How Doug and Rosco end up meeting each other in the roadhouse.
  • Big Bad: K1, the mysterious leader of a criminal organization with a mad plan for world domination.
  • Big Eater: Doug, as seen when he "confiscates" a massive roast chicken from the hotel's kitchens after dealing with his attackers.
  • Bullying a Dragon: The trucked in the roadhouse thinks he can antagonize Doug and call him "trashcan" because he already roughed up several other bad guys in the past. This time his luck runs out.
  • The Casanova: Rosco, who at one point manages to seduce his assassin wannabe into spilling the beans.
  • Chekhov's Gun: Some of the gadgets presented to the heroes, such as the super-resistant toilet paper roll.
  • Chekhov's Skill: Rosco's ventriloquism is first used to trick the cops and allow him and Doug to escape. It's later used to mess up with K1's countdown and avoid the explosion of the K-Bomb.
  • Comically Missing the Point: When Doug is attacked by four assassins disguised as waiters, he thinks the chef is behind this and goes to the kitchen to protest.
  • Cool and Unusual Punishment: When Doug and Rosco interrogate the spy of K1 (disguised as an hamburger seller), Doug proceed to act as the seller serving Rosco and preparing an hamburger... using the informant's hand as the patty and covering it with lettuce, onion, tomato, sauces and pepper, later threatening to bite into it.
  • Dark Action Girl: The Vamp is surprisingly adept at fighting and, in the end, is tricked into taking out most of K1's mooks by herself and it takes four policement to restrain her.
  • Deadly Euphemism: The quartet of Chinese assassins who go after Doug claim to be there to serve him an hamburger: they name themselves after onion, lattuce, tomato and bread, while Doug is supposed to provide the beef.
  • Double Take: K1 does one when he realizes that Rosco is a ventriloquist and just tricked him.
  • The Dragon: Doctor Spider, the apparent right-hand man of K1.
  • Dressing as the Enemy: During the final battle, Rosco disguise himself as one of K1's follower to trick an Enemy Civil War.
  • Dual Wield: Chan uses dual butterfly knives to threaten Bud's character. At one point he accidentally crushes his finger between the two handles.
  • The End of the World as We Know It: Parodied with K1's secret plan, the K-Bomb: it leaves people and buildings intact but will remove numbers from everyone's minds. Doug and Rosco though don't take it too seriously.
K1: "And without numbers, civilization will collapse! Calculators will give inconprehensible rubbish, measurements won't make any sense and everything will fall into chaos!"
  • Even Evil Has Loved Ones: Spider and the Vamp genuinely care for each other, the latter is even shocked when she accidentally punches him during the final brawl.
  • Evil Plan: K1 intends to wait for the launching of a space shuttle he plans to destroy with another missile carrying the K-Bomb: the explosion will spread its effects all over the world and cause the disappearence of the concept of "number" from everyone's mind on the planet, which will result into chaos.
  • Faceless Goons: K1's men on the ship are all dressed in white pants, white t-shirts saying "We Love K1", black balaclavas and black caps, which hide their faces entirely.
  • Facepalm: Doug does a double-faced variant when Rosco accidentally talks to K1 with his ventriloquist voice on right after he used it to trick them into shooting the K-Bomb too late to work.
  • Failed a Spot Check: Near the beginning, when the CIA forces storm the airport's toilets they fail to notice Rosco and Doug who are just behind the open doors, and only when they're fully in sight they actually notices them.
  • Faking the Dead: At one point, the two heroes take advantage of their car's self-destruct function to fake their death and trick Spider.
  • Fat Bastard: K1 is rather portly and a megalomaniac criminal.
  • Friendly, Playful Dolphin: During the fight at the Miami Seaquarium, the giant orca proceeds to make some playful leaps in the air, splashing the bad guys with water and making them fall.
  • Funny Background Event: In the hotel's kitchen, you can spot a waiter who's visibly blind, wearing black glasses and waving a cane around.
  • Funny Bruce Lee Noises: The quartet of Chinese killers do this as they show off their weapons. Parodied when Doug does it too... only to suddenly tell them to "Look there!" and run away as they're distracted.
  • Groin Attack: Chan ends up on the receiving end of this while fighting Doug, giving orders in a falsetto voice.
  • Hurricane of Puns: In the scene when the police storm the toilets, a flush of poop-based puns ensues.
  • Know When to Fold Them: When confronted by four killers at once, Doug pretends to do some martial arts poses before distracting them to gain the door and run away to the hotel's kitchen, where he has more room to move and can take them one by one.
  • Large Ham: K1. So very much.
K1: (referring to pushing the K-Bomb launching bottom) "A small yet sublime gesture which will send me, K1, amongst the Gods of Olympus""
  • Leaning on the Fourth Wall: At one point, when asked if he's on an holiday, Rosco asks if "James Bond ever took an holiday". Not only the movie is a parody of the genre, but Terence Hill was dubbed over by Pino Locchi, who also dubbed James Bond in the movies with Connery, Lazenby and Moore.
  • Look Behind You: How Doug manages to evade the four oriental assassins. It works, surprisingly.
  • Love Potion: One of the gadgets given to "Mason and Steinberg" is the so-called "Erox Plus", a powerful aphrodisiac. Tiger has Doug try it with a rather homely, fat intern who's said to be extremely prude, and she's completely enthralled, much to Doug's displeasure. It's not used later, however.
  • Meaningful Name: The CIA's boss is nicknamed "Tiger" because, as they say, he's normally mellow as a kitten, but screup and he becomes a fury.
  • Mind Screw: Near the end, Doug and Rosco follow two of K1's henchmen in the toilet of a fastfood... then the door locks behind them and the entire room acts as a lift taking them downward. Once it stops they step out... on a cruise ship in the middle of the sea.
  • Mistaken Identity: The crux of the movie is the fact that two random people (Rosco and Doug) are mistaken for highly-trained veteran agents (Mason and Steinberg) by both the CIA and the villains.
  • Mundane Utility: The head scientist of the CIA mentions that, "in case of necessity", the super-resistant and stretchable toilet paper can be used... accordingly.
  • Nice Job Breaking It, Hero: Rosco completely derails K1's plan and almost gets away with it... only to accidentally speak with his ventriloquist voice to K1, which makes him realize he has been tricked. Lampshaded by Doug.
K1: "You.... you're a ventriloquist! You're a fucking ventriloquist!"
Doug: "No, no, he's not a ventriloquist, he's a dork! That's what he is!"
  • No Name Given: Tiger and Spider's girlfriend.
  • Noodle Incident: Apparently, Doug was arrested because he sunk a yacht which "disturbed him" while he was fishing.
  • Oh, Crap!:
    • K1's spy has one when Doug starts using his hand as an hamburger's patty to make him talk.
    • The informant in the hotel has one when he reaches his car to run away... only to notice that someone removed the steering wheel.
    • Doug has one mixed with facepalm when Rosco accidentally reveals that he's a ventriloquist after tricking K1 in shooting the bomb too late.
  • Only Known By His Nickname: The CIA boss is only known by his nickname of "Tiger".
  • Right-Hand Cat: Before we see him in full, K1 has an Italian Pointer by his side.
  • Rule of Cool: In-Universe, when the heroes finally confront K1, Rosco asks him what his name stands for. The answer?
K1: "Nothing. Absolutely nothing. I liked the sound of 'K1' and so I took it for myself. It sounds mysterious, doesn't it?"
  • Running Gag: The CIA is not as efficient as it would like to be, and a frequent gag has a CIA agent asking Rosco and Doug to "not mention" a certain mishap they witnessed to their higher ups.
  • Sir Swears-a-Lot: K1, compared to the rest of the cast, has quite the potty mouth and frequently uses swearwords.
  • Sticky Situation: One of the car's trinkets spills some incredibly strong glue on the road: when the bad guy's car drives over it, the four wheels get stuck there, breaking down the car.
  • Stock Wushu Weapons: The four Chinese assassins coming after Doug showcase dual dao, nunchaku, sanjiegun, and butterfly knives.
  • Stuff Blowing Up: One female assassin tries to kill Rosco with a bomb disguised as a cherry in his drink. Rosco notices in time and throws it in a nearby bin, where it explodes.
Rosco: "Hey! That could have given be an ulcer!"
  • Take Over the World: K1 candidly and confidently admits that soon enough he will rule over the entire world, which is why "Mason" and "Steinberg" should join him. The two are unimpressed.
  • Ventriloquism: Rosco is a ventriloquist. He uses this ability to trick some cops and make a getaway and in the climax to mess up with the countdown of the K-Bomb, causing K1 to press the button too late.
  • Villainous Breakdown: With his plan derailed and his henchmen defeated, all that K1 can do in the end is sadly lean on the railing of his ship, muttering that's all over.
  • We Can Rule Together: When the duo reach K1's secret cruise ship, the latter compliments them for avoiding his "generous assassinations attempts" and offers them the chance to join him in hiS plan for world domination.
  • Wouldn't Hit a Girl: When the Vamp tries to beat up Rosco and Doug at the end, the former refuses to fight back as he doesn't hit ladies and simply dodges her. Doug has no such problems, though he simply spanks her on the buttocks before disengaging.
  • Yank the Dog's Chain: After all they did, Rosco and Doug are unable to recover their million, but they get to meet the president.
