The studio originally started in 1998 as Sega AM11, created by Nagoshi after he joined the division. AM11 was soon converted into Sega Software R&D Dept. 4 in 1999, which then became Amusement Vision in 2000 following a company restructuring that involved creating independent studios for notable developers within the company. As Amusement Vision, the studio created several high-profile games, including the Super Monkey Ball franchise, several Shining Series titles, and the critically-acclaimed F-Zero GX/AX for Nintendo's F-Zero series.
Around the time Nagoshi pitched the first Like a Dragon game, current parent company Sammy bought Sega in 2004, causing the Amusement Vision brand to be retired and rebranded as New Entertainment R&D (also known as NE), which subsequently produced Yakuza and its sequels. With the release of Binary Domain, the studio established its current name and branding, which has remained a vital part of the company to this day. By 2020, Sega's AM2 division was folded into RGG Studio as part of a major reorganization within the Sega Group.
In 2021, Nagoshi announced his departure from the company; Masayoshi Yokoyama, a key writer for the Like a Dragon series, was promoted to Executive Director of RGG Studio in his place.
