Flying Dragon (also known as Hangzhou Flying Dragon Cartoon Co., Ltd. or Hiryu Animation) is a Chinese based studio first established in 1988 as Hangzhou Animation. Their sole purpose is to be an outsourcee of Japanese studios. It's a subsidiary of Japanese outsourcing studio RIC. Compare DR Movie, a Korean studio that does a number of anime work, especially for Madhouse.
