The Leader of the team.
  • BFG: His Sync Redder upgrade gives him a big energy cannon called the Heavy Cyclone.
  • The Kirk: Typically acts as a mediator between the colder, tactical Kosaku and more passionate Ken.
  • The Leader: Leads the Exceedraft team on the field.
  • Mid-Season Upgrade: Upgraded into SyncRedder halfway through.
    Kosaku Muraoka / Draft Blues

A skilled investigator and the second member of the team.
  • Blue Is Heroic: His color is blue.
  • The Lancer: Offers a cooler and pragmatic perspective to Hayato's idealism.
  • The Smart Guy: As a police investigator, he's skilled in finding clues and deduction.
  • The Spock: Generally more pragmatic than either of his teammates, and less forgiving towards criminals in the beginning.

The third member of the team and a trained martial artist, as well as the youngest of the team.
  • The Big Guy: As a trained martial artist, he's the most skilled fighter on the team.
  • The McCoy: Optimistic and believes there's good in the heart of every criminal.

The manager of Exceedraft, a Cool Old Guy who enjoys fishing.
  • Big Good: Is the manager of Exceedraft, filling the role of Masaki from the previous series.
  • Cool Old Guy: Laid back and an unrepentant hobbyist, while also offering guidance to the team.
  • Put on a Bus: Leaves in episode 11 to assist the ICPO with something.
    Ai Hyuuga

Exceedraft's communications officer and technical support.

The founder of the previous two Rescue Police teams. Appears in the three-part finale to back up the team.
  • Badass Normal: As he was in the previous series, Masaki is perfectly capable of handling himself in the field.
  • Greater-Scope Paragon: He isn't present in the series, with Katsuragi serving as the team's mentor instead, yet he laid the foundation for the Rescue Police and is clearly revered by the team when he shows up.
    David Akiba

An alien from Outer Space inhabiting the body of a deceased police inspector. He enlists Exceedraft's help in stopping a fellow member of his race smuggling a dangerous weapon.
  • Back for the Finale: Returns in the final episode to assist the team against Daimon.
  • Badass in Distress: Gets captured by Satan during the Christmas episodes.
  • Energy Being: His true form is a glowing sphere of blue light.
  • Loophole Abuse: Exceedraft find themselves unable to fight off angels of God because “humans were created by God and Exceedraft was created by humans”. But since Akiba isn’t human, he’s able to pull a successful Big Damn Heroes and fend the Santas off.
    Mika 

Portrayed by: Kayako Moriyasu

An angel from Heaven who comes to Earth seeking Exceedraft's help.
  • Archangel Michael: Here to stop Lucifer once more.
  • Gender Flip: She's the Archangel Michael, but in the form of a little girl.
  • Wild Card: In the beginning she only wants to save the world's children, at any cost, and doesn't care for adults, leading her into conflict with the team on one occasion, though eventually they become allies.

    Bunzo Yazaki

The Number Two of the Red Spade criminal organization.
  • But Not Too Foreign: Is a third-generation Japanese immigrant from Brazil.
  • The Dragon: To the unseen boss of the Red Spade.
  • Evil Wears Black: Wears a black suit and is indeed a villain.
  • Kill and Replace: His grand plan involved creating clones of various world leaders, and having the clones swap out with the originals at a meeting being held in Japan.
  • Mouth of Sauron: He's the one who deviates the Boss' orders, being his Number Two.
  • Number Two: He's outright referred to this in the show, and he's second in the command chain.
  • Redemption Equals Death: Clone Bunzo gives his own life to shield Hayato from gunfire. He dies asking Hayato if he's truly a human, to which Hayato tells him what he did was a very human thing.
    • The same may be true of the real Bunzo as well. The narrator states the reason he chose to kill himself rather than be saved was because he realized how horrible he had become.
  • Used to Be a Sweet Kid: From the flashbacks we see, as a child Bunzo was a kind-hearted kid who shared food with the other poor kids in his neighborhood. As an adult however, Bunzo is a ruthless gangster.
    Carlos Togo

An alien who comes to Earth smuggling a deadly bioweapon, possessing the body of a deceased drug lord.
  • Arc Villain: For the middle stretch of episodes, more specifically 19, 20, 28 and 29.
  • Arch-Enemy: Of David Akiba, having ruined their homeworld with his dealing of the deadly X-13.
  • Cain and Abel: It turns out later he's really David's brother, who turned to crime after becoming disillusioned when their parents lost their lives to crime.
  • Driven to Suicide: Commits suicide after being talked down by his brother.
  • Shoe Phone: Zig-zagged. His main weapon is a seemingly-ordinary brass knuckle... that can fire laser beams.
    Iwao Daimon

The owner of the Daimon Konzern, who is really The Devil in disguise.
  • Badass in a Nice Suit: Fights Draft Redder and decisively smacks him down, all while in the form of a man in a business suit.
  • Big Bad: He's the biggest threat the Exceedraft team faces and the one behind several seemingly independent villains they gone up against. Considering he's the Devil, he may technically be responsible for every act of evil in the series.
  • Corrupt Corporate Executive: His public guise is that of the owner of a major business conglomerate.
  • Deal with the Devil: In one instance he offered one Villain of the Week a chance to save his son by assisting him in his plans. Fitting, given who he is.
  • Louis Cypher: "Daimon" sounds a lot like "demon". This is pointed out by Hayato.
  • The Man Behind the Man: Turns out, Carlos Togo was a practicing Satanist and was influenced by Daimon to commit his atrocities.
  • Oddly Small Organization: Outside of his two secretaries that accompany him in his first appearance (who do nothing but stand in front of him) and the few Villains of the Week he employs, the Daimon Konzern doesn't seem to have any employees and Daimon doesn't have very many subordinates he uses, preferring to get things done on his own.
  • Outside-Genre Foe: Him being Satan means he's many many leagues above the typical villains the Exceedraft team face, and the atypical ones like Carlos.
  • Phrase Catcher: "Daimon... Akuma!"
  • Satan: He's the Devil. There's not much more you can say really.
  • Villains Out Shopping: In his free time he's an avid Squash player.
