    The Committee of 300 
The enemy organization of the series. They are a secret, far-reaching conspiratorial group with 300 members who are bent on world domination and mass depopulation. Their influence extends to every entry in the series, with some of the villains being members of the group. They operate through various front groups like the NOZOMI Group and SERN, who carry out their dirty work.
  • A God Am I: When spoken to in Chaos Head, they define themselves as God. Issei however is unconvinced and that despite their lofty words, they are anything but.
  • Big Bad: They are the overall villains of the series, as they plan to reduce humanity to a population of one billion and unite the remainder under a single totalitarian utopia where peace is maintained through the eradication of free will. Every individual Big Bad has some kind of connection to them, direct or otherwise.
  • Greater-Scope Villain: The always offscreen Committee of 300, who plan to reduce humanity to a population of one billion and unite the remainder under a single totalitarian government. Although they are directly responsible for Project Noah, Project Mars, Project Atom and SERN's Z-Program, they only act by proxy and are never shown or identified.
  • The Illuminati: The Committee of 300 serve this role, as they control organizations across the world, and aim to create a One World Order.
  • The Man Behind the Man: "The Committee of 300" has been pulling the strings behind all the antagonists in each game.
  • Nebulous Evil Organisation: They lurk in the shadows, unknown to most of the world, and orchestrate the plots of every game through their front groups. Their ultimate goal is to conquer the world and reduce the world population to a billion easily-controlled people.
  • Take Over the World: Their ultimate goal is to establish a world where they control everything, whether it be through mass mind-control, time manipulation, warmongering, or other means.
