    Rocket 
The player character. The night before the opening of Whoopie World, Rocket is left in charge of the control room by Dr. Gavin.
  • An Ice Person: The third upgrade grants Rocket a freeze ray, which he can use to create platforms on water or freeze enemies.
  • Cute Mute / Heroic Mime: Has no dialogue, is a cute little helper robot.

    Jojo 
The main villain. A raccoon who is jealous of Whoopie and wants to be the mascot of the amusement park instead.
  • Big Bad: The one who has hacked into the park and made it fall into chaos. And while you never really fight Jojo per se, he is still the one who rewired all the robots who do attack you.
  • Driven by Envy: His jealousy of Whoopie leads to his evil actions.
  • Green-Eyed Monster: Envious of Whoopie becoming the main mascot of the park, leaving Jojo to be the sidekick.

    Whoopie 
A fat walrus who is the namesake and mascot of Whoopie World. Jojo kidnaps him in the intro.
  • Distressed Dude: Alongside fixing the park, Rocket’s main goal is saving Whoopie from Jojo.
  • Fat Idiot: A dim-witted fellow who spends most of the game asleep.
  • Sluggish Seal: He doesn't really do anything helpful besides flop on top of the villain, Jojo, trapping him, which he didn't even mean to do.
  • Warm-Hearted Walrus: Downplayed. Although Whoopie the walrus is portrayed as the warm mascot of an Amusement Park, he's more neutral than good. He's also shocked when Rocket becomes the new mascot, but to his credit, he seems more sad about it than angry or jealous.

    Tinker 
Rocket's mentor. An older and fatter robot who is really good with machinery. He acts as both a guide that supplies Rocket with important information and a mechanic who will upgrade Rocket's abilities.
  • Mr. Exposition: Explains Rocket how Jojo hacked the park, what needs to be done to regain control of the park, and supply various hints and explanations in different levels if you can find his holograms.
  • No Hero Discount: Rocket will need to bring him tinker tokens to get upgrades. Justified given he needs these to fix the park.
  • Surpassed the Teacher: The reason he eventually stops supplying Rocket with upgrades, he has become an even more efficient robot than him.

    Dr. Gavin 
The creator of Rocket, Tinker, and Whoopie World. A brilliant if somewhat scatterbrained scientist.
  • The Faceless: You never see what the man's face looks like, when he is around the camera is always at an angle where you never see his head. The only time you get a good look at this head is for a brief second in the intro as he teleports away, but his face is shrouded in shadows.
  • Reasonable Authority Figure: A kindly old man who loves both his animals and creations dearly. The problems of the game only happen due to his absence.
