Los Angeles Police Department:

John Carey

Played by: Brandon Massey
Voiced by: Doug Boyd

  • Contrasting Sequel Main Character: While Sonny is a standard cop, John relies more on detective work. There's also the fact that Sonny can be impulsive and shout at others, while John almost always keeps his voice down and is more methodical.
  • Good Is Not Nice: He occasionally has to make somewhat unethical actions, like pushing a reporter out of his way which results in her complaining.
  • What the Hell, Player?: In PQ4, try giving the candy bar to Hal.
  • Would Hurt a Child: He can shoot and kill Valerie Hickman. Especially deplorable as she calls him "uncle".

Lieutenant Block

Played by: Roger Griffith
Voiced by: Ed Ivory

Hal Bottoms

Played by: Frank Shears
Voiced by: Jarlon Monroe

  • What the Hell, Hero?: He will call John out for attempting to kill him if John tries to give him the candy bar. Hal is diabetic, after all.

Daryl Gates

Played and voiced by: Himself

  • Author Avatar: A game counterpart of real-life veteran cop Daryl F. Gates. He gives John advice and even a medal at the end. He returns in SWAT 2 as a consultant.
  • Expert Consultant: His role in SWAT 2 is as an adviser to SWAT. In gameplay terms, this manifests as hints regarding SWAT procedure. For obvious reasons, he doesn't do this for the terrorist campaign.

Civilians:

Sherry Moore

Played by: Leslie Wallace,
Voiced by: Denise Tapscott

  • The Ditz: Most characters see her as dumb, with her odd thoughts about mundane things and always having to check Carey's badge confirming that.
  • Kindhearted Simpleton: She's friendly and sweet, but really not bright. Trying to shoot her makes the narrator mentions that "stupidity is not a crime".
  • Simpleton Voice: She speaks in a high-pitched, dumb-sounding tone, fitting her lack of intelligence.
  • Womanchild: She works at a morgue and seems to be in her late twenties at least, but her voice and impressed tone about rather obvious facts make her seem like she's ten at most.

Bob Hickman

Played by: Dan Rogers

  • Posthumous Character: The player starts the game - and by extension, sees him for the first time - after his death.

Katherine Hickman

Played by: Patty Felix
Voiced by: Susan McCollum

Valerie Hickman

Played by: Charissa Felix
Voiced by: Stacy Glatzhofer

  • Children Are Innocent: She doesn't seem to know much about the murders and thinks her dad is in Heaven. Additionally, trying to shoot her makes the narrator comment that she's an innocent child.

Danny D

Played by: George Esparza
Voiced by: Terry McGovern

  • Bouncer: Works as one for Yo Money. He doesn't let John into his villa unless the detective shows his badge, plus he may throw John out if he sees him stealing things.

Male Prostitute

Played by: N/A
Voiced by: Charles Martinet

  • Ambiguously Bi: While his attraction to men like John is obvious, he seems to find women appealing to some extent, as he remembers Garcia's girlfriend as gorgeous and mentions how the size of her breasts has become legendary by that point.
  • Camp Gay: His attempts to hit on John are crystal clear, as evidenced by asking him "Hey, handsome. Looking for a girl? Or a boy?" or frequently calling him "Darling". There's also his exaggerated accent.

Suspects:

Dennis Walker

Played by: Billy Davis
Voiced by: Tom Chantler

  • Red Herring: Appears to be the main suspect at first, but he ultimately has no part in the murders.
  • Sir Swears-a-Lot: Just try to talk to him or touch his objects. He will utter "fuck" or "fag" many times.
  • Those Wacky Nazis: He's clearly a Neo-Nazi and a member of Aryans of Justice, as shown by his room being full of White Power and Nazi Germany symbols.

Wendy James

Played by: Allison Topham
Voiced by: N/A

  • Cute and Psycho: A girl described as "petite" who has no problems stabbing John with a knife.
  • Those Wacky Nazis: She's a Neo-Nazi and a member of Aryans for Justice like her husband.

Mitchell Thurman

Played by: Andrew Witches
Voiced by: JC Jordan

The ticketer at Third Eye Theatre.

  • Big Bad: He's the killer and the game's goal was catching him.
  • Creepy Crossdresser: He has a large amount of makeup and murders people while crossdressing as his mother.
  • Fat Bastard: He's 5'8'' and weighs 188 lbs, making him overweight. As for the "bastard" part, he killed at least seven people.
  • Serial Killer: He has at least seven known victims, each killed based on a disturbing, recurring theme.
  • Walking Spoiler: It's difficult to bring up Mitchell as there's much more to him than just being some odd guy at a theatre.
  • Woobie, Destroyer of Worlds: While he is a psycho, he was abused by his father and apparently lost his parents.
