Heizō "Onihei" Hasegawa

The current head of the Edo Arson and Theft Control office, he's in charge of investigating and resolving arson/robbery cases throughout Edo.

• Generation Xerox: Is the current head of the ATC after his father passed away.
• Red Baron: Known in the criminal underworld as Onihei for his fierce katana skills.

Hisae Hasegawa

The wife of Heizō.

• Only Sane Man: Or rather woman. She gets mad easily when she hears Heizō or Tatsuzō mention about fighting with the risk of being killed.

Tatsuzō Hasegawa

The biological son of Heizō and Hisae and the adopted older brother of Ojun.

Ojun Hasegawa

The adopted daughter of Heizō and Hisae and the adopted younger sister of Tatsuzō.

• Happily Adopted: Ojun was the daughter of a thief Heizo apprehended and consequently took her in as his own. She doesn't mind one bit.

Arson and Theft Control

Chūgo Kimura

One of the dōshins^note Essentially a patrolman in context. They're under the Yorikis by being in charge of investigating incidents and led the executions of convicted criminals. under the ATC.

Chūsuke Sajima

In charge of the dōshins under the ATC.

Yūsuke Sakai

In charge of the yorikis^note Means assistant in Japanese. They're responsible for managing the everyday duties of the dōshins They usually lead under the ATC.

• Number Two: Second in command of the ATC, given his samurai rank.

Spies

Hikojū

An experienced spy working under Heizō's information network.

• Cool Old Guy: He's an experienced spy, but he's a nice guy who doesn't mind sitting down to gamble once in a while.
• The Gambler: Hikojū enjoys doing so as a past time. His time in the mansion of a known vassal was key for the ATC to break in and arrest him for extortion and attempted murder.

Omasa

An experienced spy working under Heizō's information network. Said to have feelings for him.—-

Kumehachi

An ex-thief who was reformed after Heizō recruited him, working under the ATC directly. His rank is Okappiki.

• Big Damn Heroes: Saves him from being killed in "The Evil Scent of Hakubaiko" by pelting the assassin with a rock.
• Honor Among Thieves: In "Tanbei of Chigashira", the thief Kumehachi will not betray his comrades, even though they abandoned him for the police to find. Not even after hours and hours of torture.
