    Jeanne Benoit 
Played By: Scottie Thompson

The estranged daughter of Rene Benoit, and a doctor in a DC-area hospital. Director Shepard sent Tony to seduce her to get information on La Grenouille, but things got complicated. Eventually married and settled down before NCIS came back into her life 8 years later.

  • Ship Sinking: In a most brutal fashion. When she found out about Tony being an NCIS agent and her father being an arms dealer, she did not take it well. She later falsely accused Tony of murdering her father, and after her claim was debunked, Tony lied and said he never loved her, as there was no way they could make a relationship work with that kind of baggage.
  • Was It All a Lie?: In her last appearance until Season Thirteen, she asks Tony if any of it was real. It was, but it was all based on a lie, so Tony claimed otherwise so they could both move on.

    Margaret Allison Hart 
Played By: Rena Sofer
  • Double Agent: Originally worked for Colonel Bell to plague Gibbs at every turn, but would later aid Gibbs several times after defecting from Bell's camp.
  • Hello, Attorney!

    Damon Werth 
Played By: Paul Telfer

A marine who is revealed to have used steroids.

  • Everyone Has Standards: When he's sent by Bell to kidnap Franks' new family as a means of controlling him under the guise of trying to "rescue them", Damon very quickly realizes he's been lied to thanks to being able to talk with Ziva, and helps turn things around on Bell within minutes.
  • One-Man Army: Thanks to the 'roids.
  • Private Military Contractors: Works for Colonel Bell (see the "Antagonists" page) until he realizes that he's on the wrong side and quits.

    Amanda Kendell 

From "The Admiral's Daughter"

Supposedly ditzy admiral's daughter who uses her father's high position to allow her to credibly spend time partying with the children of powerful and dangerous foreigners, while stealing their parent's secrets for American intelligence.

  • Big Brother Instinct: Big sister instinct in this case; she goes far out of her way to protect her main asset.
  • Daddy's Girl: You can really tell that from the way she hugs him after she comes in from the cold.
  • Military Brat: With a rather ironic emphasis on the "brat" part.
  • Non-Idle Rich: Even before becoming involved in covert warfare she was the top of her class at college.

     Dr. Cyril Taft 
Played By: Jon Cryer

The doctor who saves Gibbs's life in the Season 13 Premiere "Stop the Bleeding". They later become friends.

  • Commonality Connection: Part of the reason why he and Gibbs bond is because they both know what it's like to have their only child die.
  • The Confidant: Though never explicitly shown on-screen, he was mentioned by Gibbs to be the one he goes to when he reaches his limit.
  • Danger Deadpan: Even in the middle of performing urgent life-saving surgery, he calmly converses with his team and cracks the occasional joke. He's specifically been compared with Hawkeye Pierce, a surgeon who's pretty much seen it all so he can brush off all but the most traumatic of injuries.
  • Deadpan Snarker: Compares Gibbs's surgery to deep-sea diving.
  • The Medic: He's a doctor with his private practice and a Navy Reserve Captain.
  • Outliving One's Offspring: Two years prior to meeting Gibbs, his son Paul died from cancer.

     Agah Bayar 
Played By: Tamer Hassan

A Turkish Arms Dealer.

  • Affably Evil: His manners are always impeccable, and he is downright gentlemanly towards Bishop.
  • Even Bad Men Love Their Mamas: Bayar gets quietly pissed when Tony attempts to use his mother as leverage to get his help on a case.
  • Even Evil Has Standards: According to him, most arms dealers have always agreed to keep women and children out of combat, not least because once that line is crossed, it is hard to know what lines remain:
    When babies are used in the wars of men... then God help us all.
  • Wouldn't Hurt a Child: He does not approve of creating Child Soldiers.

     Paul Triff 
Played By: French Stewart

A murderer serving three consecutive life sentences for murdering three people in his home, which turns out to be McGee's current apartment.

  • Abhorrent Admirer: He becomes rather attached to McGee when he discovers McGee is the one renting his old apartment, where he put in carved floor molding, nice hardwood floors...and where he carved up three people with an electric saw. McGee is understandably freaked out by this.
  • Affably Evil: He's a deeply disturbed psychopath who hacked up three men in his apartment, but he's surprisingly mellow and pleasant when you talk to him, aura of creepiness notwithstanding.
  • Blood Is the New Black: When the agents are discussing Triff's crimes, they mention that the cops found him drenched head-to-toe in his victims' blood, to the point where he looked "like Satan".
  • Creepy Monotone: He speaks like this a lot, especially when the subject of his murders comes up.
  • Fur and Loathing: As if the whole murder thing wasn't bad enough, he used his furrier business as a front for an illegal smuggling ring. He still seems to enjoy the trade even in prison, as he assesses each agent who visits him by what fur he would dress them in. For reference: McGee would get beaver, Quinn would get chinchilla or fox, and Gibbs would get coyote. Quinn rebuffs this by citing that "fur is murder", to which Triff says "Yeah, it is." Clearly, murder isn't something that bothers him.
