Bombers

A Generic Ethnic Crime Gang occupying the neighborhoods of Sand Island and Hunter's Point. They mainly deal drugs on the side. In The Betrayal Of Jimmy, they also do racketeering on the side, as well as parttake in assassinations against rival crime gangs.

  • Adaptational Badass: They're far more competent in The Betrayal of Jimmy, where they're a genuine crime gang complete with heavily armed enforcers and competent assassins alongside their racketeering and bootlegging operations. That said, they're still small fry compared to the Empire Bay Triads.
  • Ascended Extra: The Betrayal of Jimmy gives them a far more prominent role in the game, with their bosses being part of the Big Bad Ensemble.

  • Big Bad Ensemble: Alongside Eddie Fu of the Triads.
  • Big Bad Wannabe: While he is a genuine threat to the Gravina Crime Family, his Bombers gang is nothing compared to the likes of Eddie Fu's Triads, whom Sal himself says is a much bigger threat. Tam Brody apparently doesn't even give a damn about Elroy, focusing instead on Fu's actions against his gang. Tellingly, Fu is protected by a couple dozen goons armed with tommy guns, while Elroy has significantly more goons protecting him and his brother but 90% of them are armed only with pistols.
  • Character Death: Is killed in his gang's distillery alongside his brother Duke by Jimmy in Brother and Keeper.
  • Defiant to the End: He goes down guns blazing against Jimmy when his hideout is stormed.
  • Glass Cannon: He's armed with a Hand Cannon, but goes down in one shot from any weapon. Even random civilians usually take 2 shots from an automatic weapon to put down.
  • Revolvers Are Just Better: He uses a .357 Magnum when Jimmy goes after him. If one is not careful, he can kill Jimmy in two hits.

     Duke Tussle

Elroy Tussle's younger brother, and one of the leaders of the Bombers gang in The Betrayal of Jimmy.
  • Character Death: Killed by Jimmy in the gang's distillery in Brother and Keeper.
  • The Dragon: To Elroy.
  • Dragon Their Feet: Elroy confronts you about midway through the distillery, while Duke is holed up on the distillery's top floor and thus will be confronted after his brother's already dead.
  • Flat Character: Even when compared to his brother, he receives no characterization whatsoever.
  • Made of Plasticine: He goes down in one shot, and is only armed with a M1911 pistol.
  • Satellite Character: To his own brother.

Triads

The Triads and the Tongs of Empire Bay, who make their home in Chinatown. They mainly profit through dealing drugs and smuggling in illegal immigrants. In The Betrayal Of Jimmy, they also parttake in illegal fighting rings, smuggling operations, and racketeering.

Leader of the Empire Bay Triads in The Betrayal of Jimmy.
  • Authority Equals Asskicking: The leader of the Empire Bay Triads in The Betrayal of Jimmy, who also knows how to wield a shotgun. He can even kill Jimmy effortlessly should the player be caught off-guard.
  • Big Bad: Of The Betrayal of Jimmy. While he's part of a Big Bad Ensemble with the Bombers' Elroy Tussle on paper, in reality he's the more influential and bigger of the two threats, repeatedly sending in reinforcements from Hong Kong such as high-profile assassins and even Triad Captains. Sal Gravina, who is himself having problems with Elroy Tussle's Bombers, states that Eddie Fu has to be dealt with first and foremost.
  • Big Bad Ensemble: With Elroy Tussle of the Bombers in Betrayal, though he's the bigger of the two mainly due to the Triads having more connections and influence within Empire Bay.
  • Character Death: He's killed in his office located in the basement of the Red Dragon restaurant, alongside two of his bodyguards, by Jimmy in Bang Bang Chicken.
  • Defiant to the End: Instead of running away, he dies guns blazing when Jimmy storms the Red Dragon Restaurant.
  • The Don: The Triad equivalent of one.
  • Glass Cannon: He's got a shotgun and can kill you with one good shot, but has pretty standard health and goes down quite quickly.
  • Reused Character Design: Uses the same character model as the drunk restaurant patron in "Exit the Dragon" in the main campaign.
  • Shotguns Are Just Better: He wields a shotgun when Jimmy storms his office. If the player isn't careful, he can kill Jimmy in one hit.
  • Villain with Good Publicity: He holds street carnivals in Chinatown, and in general is seen by the public as a legal businessman, thanks in no part to his wide array of connections. Jimmy puts an end to all that...

Irish Gang

The Irish Mob of Empire Bay. In the main story, they mainly make a living through petty crimes such as robbery, while in Jimmy's Vendetta they operate at a much bigger scale, having their own front businesses and rackets.
  • Adaptational Badass: In Jimmy's Vendetta, they're far more competent in handling their operations, working independently of other crime organizations and having their own illegal operations. They're also far more numerous and better led.
  • Ascended Extra: Jimmy's Vendetta gives them a far more prominent role in comparison to the main plot, with their leader part of a Big Bad Duumvirate alongside The Don of The Mafia.

The leader of Empire Bay's Irish Mob during the 1945 segment. Under his incompetent leadership, the Irish Mob has become little more than low level thugs.


  • The Brute: He's probably the toughest melee opponent in the game, and the only one that can reliably counter your own counter-attacks. He's also tough enough to just get back up again the first time you K.O. him. This is counterbalanced by him being really quite dumb.
  • Combat Pragmatist: Cheats at his prison boxing matches, and pulls a knife on Vito during their final fight.
  • Didn't Think This Through: His strategy for robbing a jewelry store is to ram his car through the window, smashing half the merchandise in the process, then grab as much as he could before the cops responded to the alarm. Yeah, totally foolproof.
  • Dumb Muscle: Really dumb. To the point that being Made of Iron is probably the only thing that has kept him alive for so long.
  • Hell-Bent for Leather: Wears a stylish leather jacket during the Winter sequences.
  • Hoist by His Own Petard: Vito kills him using his own prison knife.
  • Hopeless Boss Fight: Vito is not supposed to win the first fight with Brian, so if you're actually holding you're own, he'll eventually get a second wind and No-Sell all your attacks.
  • Inadequate Inheritor: Brian's grandfather led the Irish Mob during their Golden Age. The apple has fallen very far from the tree. Hell, it's probably not even in the orchard.
  • Made of Iron: Vito is puzzled at how much punishment Brian can take when he gets up after a finisher.
  • Never My Fault: Blames Vito for his prison sentence, when in fact it was his own stupid decision to have a three-way gunfight with Vito and Joe and the police rather than flee that gets him captured and sent off to jail.
  • Stupid Crooks: When your strategy to rob a jewelry store is to ram a car through the window and just grab everything you can (even if you have people to help), it's a good sign that you didn't do so well in school.
  • Slashed Throat: Vito ends up grabbing O'Neill's prison knife and uses it to slash the latter's throat.
  • You Fight Like a Cow: Tells Vito he fights like a girl, and even calls him Mary.

     Mickey Desmond

Leader of the Empire Bay's Irish Mob in the 1951 segment.
  • Dirty Coward: Rather than try and fight head-on with Vito and Joe when they storm his hideout, he simply runs and lets his goons do the shooting instead.
    • Even before that, he leaves his crew to do his dirty work for him after setting Vito's house on fire.
  • Kill It with Fire: He and the rest of his crew try to kill Vito by burning his house with Molotov Cocktails.

The leader of the Irish Gang in The Betrayal of Jimmy and Jimmy's Vendetta.


  • Big Bad Duumvirate: With Sal Gravina in Vendetta. In reality, they're Co-Dragons under Judge Hillwood.
  • Co-Dragons: His three cousins, who are killed by Jimmy late in Vendetta.
    • He and Sal turn out to be this in the finale, when Judge Hillwoord turns out to be the real Big Bad.
  • Dirty Coward: Unlike Sal, who at least puts up a desperate fight even when being cornered, Tam simply keeps trying to run away from Jimmy, even with his remaining men are unceremoniously killed by the latter.
  • Faceā€“Heel Turn: He and Sal decide to arrange for Jimmy to be thrown in prison when the latter becomes a loose end.
  • False Friend: One of Jimmy's closest contacts and friends in the criminal underworld at the start of Betrayal. By the end, he's decided to ally himself with Judge Hillwood with zero hesitation and take part in selling Jimmy out to the cops.
  • Non-Action Big Bad: When Jimmy finally goes after him directly, he's the only antagonist not to put up a fight of any sort, instead trying to run away. If you manage to corner him by chasing him a full circuit around the foundry instead of just shooting him from a distance as he runs away, he does defend himself with a tommy gun, but is no tougher than any other Mook.
  • Reused Character Design: He reuses Micky Desmond's character model.
  • Screw This, I'm Outta Here: He leaves his men to die when Jimmy storms the Empire Bay Forge he and his gang are hiding in.
