     Tianzi 
Power - Stand: Lava Lamp

The Empress of the Chinese Federation.


  • Adaptational Angst Upgrade: She's been forced to use her Stand for executions and body disposal by the Eunuchs.
  • Damsel in Distress: Most of the Chinese arc is devoted to freeing her from the Eunuchs and their flesh bud.

     Li Xingke 

A skilled soldier of the Chinese Federation.


     Zhou Xianglin 

A loyal subordinate to Xingke.


  • Better to Die than Be Killed: After the High Eunuchs are killed, the flesh bud implanted in her starts to go haywire. Rather than wait for it to kill her, she attacks the Guren S.E.I.T.E.N., dying against its assault.
  • Brainwashed and Crazy: Forced to serve the Eunuchs after a flesh bud is applied to her brain.

     Hong Gu 

A Chinese soldier loyal to Xingke.


The Cult of K

A secret group of undead seeking to return Kars from outer space.

     High Eunuchs 

The true rulers of the Federation, a group of literal vampires (besides Gao Hai) who have their own agenda in mind.


  • Arc Villain: Officially serve this role over all the undead in Arc 3. Before Naoto kills them and becomes the Final Boss.
  • Token Human: Gao Hai is the only one of them who isn't a vampire.

     The Undead 
Dead Japanese brought back as zombies to serve the High Eunuchs.

Prime Minister Kururugi

The last Japanese Prime Minister, and Suzaku's father.

     The Last Pilot *Unmarked Spoilers* 

Naoto Kozuki

The founder of the Kozuki Cell, and Kallen's older brother.


  • The Ace: He was the best member of his former resistance cell, and even taught everyone all they knew about fighting (he was the one that taught Kallen how to pilot a Knightmare).
  • Ace Pilot: Nearly wins a four-on-one fight with some of the best pilots in the setting. Piloting a Knightmare years ahead of anyone else certainly helps.
  • Came Back Wrong: As is usual, being made a zombie has twisted his personality into something horrific.
  • Final Boss: Of the third arc, showing up at the end in the Guren SEITEN and needing Lelouch, Kallen, Suzaku, and Zero working together to defeat.
  • He Who Fights Monsters: The obvious application of the trope aside, his zombie self advocates turning the Black Knights into the undead and inflicting the same torments on Britannia the Japanese suffered: killing dissenters as an example, testing new weapons on the populace, and treating them as though they're inferior or subhuman. Tohdoh summarizes his fall with one simple line:
    All hail Japan.
  • Hoist by His Own Petard: Is tricked into accidentally turning the Guren's Wave Surger against himself, detonating the Knightmare with himself inside.
  • Well-Intentioned Extremist: Thanks to his mother's Stand, he learned about Dio and Charles's plans for the world. He decided the best way to save humanity from their plots was for some to become undead - and thus unaffected by changes to the collective unconscious - as a means of resisting them. That an undead's worst traits are magnified by that state doesn't seem to register.
