Queen Dowager Zhao/Lady Zhao (Zhao Ji)
Japanese Pronunciation: Lady Bi (Bi Ki)
Zheng's biological mother. The wife of the former King Zhuangxiang.
- Abusive Parents: Towards Zheng, as she irrationally blames him for her misery as a hostage in Zhao, to the point she once attempted to choke him when he was a child. But not towards her children with Lao Ai, whom she truly loves as her own.
- Alas, Poor Villain: Her son Zheng seems to pity her by the end despite the abuse he endured from her since childhood, stating that as her son, perhaps it's his duty to put an end to her suffering. After Ai's rebellion is crushed, he promises to try to reunite her with the children she had with Lao Ai and asks her not to let herself waste away.
- Broken Bird: She wouldn't try to spite Ying Zheng every time she gets a chance if not her life being completely ruined while he's getting all love and glory.
- Defrosting Ice Queen: Her affair with Lao Ai ended up healing her heart.
- Evil Matriarch: Is a major antagonist toward her own son during the "Third Faction" and "State of Ai" arc.
- Freudian Excuse: Lu Buwei reminisces that she used to be far nicer before he betrayed her.
- Good Girl Gone Bad: She was just a normal Zhao dancer, until Lu Buwei, who she planned to marry, gave her to the current King of Qin. With the former king abandoning her in Zhao, she Took a Level in Cynic and blames her son for it.
- Head-Turning Beauty: She was previously known as the "Jewel of Handan" for her amazing beauty, and even though she is much older, she still retains her good looks and looks much younger than she actually is.
- The Hedonist: She became the head of the Royal Harem in order to satiate her Extreme Libido and frequently indulges herself in carnal pleasures.
- Impoverished Patrician: Despite being the queen, she was abandoned by her husband and forced to live as a hostage in Zhao, where she struggled to make ends meet while raising Ying Zheng.
- The Mistress: She used to Lu Buwei's mistress, before he had her married to the Qin prince.
- Really Gets Around: For a Queen, she took half the harem for herself since it's the only way she can feel anything. Which includes Lu Buwei, despite hating him with passion.
- The Resenter: Greatly resents Lu Buwei for having gotten her married into the Qin dynasty.
- Royal Harem: Qin's harem would be just a regular place to gather the king's potential lovers, but with the former Queen spending most of her time there, the palace has significant political power of its own.
- Sex for Solace: She became The Hedonist with a Lack of Empathy due to the misery she felt during her life as a hostage in Zhao. Thus after becoming the head of the Royal Harem, she drowned her pain in sex. She even decides to sleep with Lu Buwei just because of the hatred she feels for him is better than her usual state of feeling nothing.
- Sex Goddess: Few men are able to keep up with her insatiable libido and immense sexual prowess.
- Struggling Single Mother: She was abandoned by her husband to be a political hostage in Zhao, and struggled to raise Ying Zheng while enduring all sorts of abuse in Zhao, to the point that she grew to hate her own child.
- Unwitting Pawn: She establishes the State of Ai as a sort of personal residence, but like most other things, it was all part of Lu Buwei's plans.
- The Vamp: Is not above to use her charms as previously known "Jewel of Handan" to gain supporters, and her closest girls in the Harem use similar tactics to gather Qin's politicians.
Xiang

Voiced by: Mariko Nakatsu
Zheng's "attendant of the heart". Mother to his first daughter.
- Determinator: She fought off a serious injury and sleeping pills in order to inform Zheng of his mother and Lu Buwei's alliance.
- Shrinking Violet: She is rather insecure and shy.
- Undying Loyalty: She's entirely devoted to Zheng and puts her life at risk without a second thought to inform him his mother's alliance to Lu Buwei.
Yang
Japanese Pronunciation: You
Xiang's best friend and fellow palace girl.
- Hidden Depths: Coming from a military family, she has a good awareness of military situations, like during the siege of Hangu Pass.
- Nice Girl: Befriends Xiang even though she's from nobility and Xiang isn't.
- Plucky Girl: Bravely chooses to block the path of invaders on horseback to protect Xiang and the royal princess. Thankfully, Xin intervenes before she is trampled.
Lao Ai
Japanese Pronunciation: Rou Ai
- Anti-Villain: Type II. He's not really evil. He just wants to make Queen Dowager Zhao happy.
- Bigger Is Better in Bed: His Gag Penis is likely the reason he was chosen as a royal eunuch.
- Comforting the Widow: His main purpose, both as eunuch and as the King of Ai. He only thinks about what's best for the Queen.
- Flat Character: At first, but eventually subverted when the "State of Ai" arc finally kicks off.
- Hidden Depths: He succeeded in healing the queen's heart.
- The Mole: He was sent by Chancellor Lu Buwei to keep the Queen "company" before Becoming the Mask.
- Puppet King: As the "ruler" of the rebel state of Ai.
- Sex by Proxy: Lu Buwei's affair with the Queen was about to get exposed, so he sent Lao Ai as a replacement.
