Delgo
- Voiced by: Freddie Prinze Jr.
A Lockni who's parents were kileld by Sedessa's soldiers and has developed a hatred for Nohrin ever since.
- Clear My Name: When he is accused of kidnapping Princess Kyla, he sets out to prove his innocence.
- Character Development: He understands that he should move past his prejudice of the Nohrin.
- Deadpan Snarker: He is just full of sarcastic quips.
- Fantastic Racism: Against the Nohrin. Justified since Nohrin soldiers killed his parents under Sedessa's orders when he was a kid.
- Foil: To Sedessa. They are both racists who are willing to do war but while Delgo does manage to let go of his prejudice, Sedessa is another story.
- Forgot About His Powers: When battling with one of Sedessa's henchman, he doesn't use his telekinetic abilities until as a last resort.
- Groin Attack: At one point of the film, he lands on his codpiece on a dragon's neck.
- Jerk with a Heart of Gold: He can come across as rough around the edges, but he is a decent individual nevertheless.
- Save the Villain: Despite all she's done, Delgo cannot in good conscience just let Sedessa die. She tries to kill him anyway but is thankfully stopped and does die for real.
- Raised by the Community: He was likely taken in by the Lockni elders when his parents were killed by Sedessa's soldiers.
Princess Kyla
- Voiced by: Jennifer Love Hewitt
A Nohrin Princess who shows compassion for the Lockni.
- Action Girl: She isn't afraid of confrontation, to put it lightly.
- Damsel in Distress: She is kidnapped by her aunt during the middle of the film so that her wings can be taken.
- Missing Mom: Her mother was gassed to death by her aunt at the start of the film.
- Rebellious Princess: She is willing to go against rules and venture into Lockni territory.
Empress Sedessa
- Voiced by: Anne Bancroft
King Zahn's warmonger sister and Kyla's aunt who was banished fifteen years prior.
- Beauty Is Bad: She’s rather pretty, but bad news.
- Big Bad: She's the one responsible for the Nohrin-Lockni conflict and seeks to repeat it all over again in the present day.
- Cain and Abel: The Cain to Zahn's Abel, to the point where she almost tries to kill him.
- Disney Villain Death: She falls to her demise when the floor she was standing on crumbles after trying to stab Delgo.
- Evil Counterpart: She's basically what Delgo would've ended up as if he gave into his desire for vengeance.
- Evil Cripple: Downplayed; only her wings were taken away from her and thus, she is incapable of flight.
- Fantastic Racism: She looks down on the Lockni and wants nothing more than to see them exterminated.
- Hypocrite: She sees the Lockni as savages, but her minions, the Ando, fit that description more accurately.
- Revenge: She seeks vengeance on her brother for disowning her and dismembering her wings.
- The Unapologetic: As noted by her brother at one point, 15 years in exile has not pushed out any sort of guilt from her whatsoever.
- Ungrateful Bitch: Not even being saved by Delgo at the film's end is enough to make her give up her evil ways. In addition she gassed the Ando leaders earlier into the film despite them giving her help.
Filo
- Voiced by: Chris Kattan
A Lockni and Delgo's best friend.
- Clear My Name: Both he and Delgo try to prove their innocence when they are accused of kidnapping Kyla.
- Fantastic Racism: Much like the rest of his species (Delgo included), he hates the Nohrin.
- Lovable Coward: He would most assuredly run from danger but he isn't dirty about it.
- Motor Mouth: He is like a machine whose main purpose is to give non-stop dialogue.
- Nice Job Breaking It, Hero: At one point in the film, he sets a tree on fire.
- Plucky Comic Relief: Provides a lot of the movie's hilarious moments.
King Zahn
- Voiced by: Louis Gossett Jr.
The wise king of the Nohrin and Kyla's father.
- Cain and Abel: The Abel to Sedessa's Cain. She even tries to kill him.
- The Good King: He tries to lead his people on the right path.
- I Have No Son!: He disowns Sedessa after she instigates the war between the Lockni and the Nohrin.
- Not So Above It All: He is against war but is nevertheless willing to go through with it when he thinks the Lockni kidnapped his daughter.
- Parents as People: He is constantly preoccupied with running his kingdom to pay attention to his daughter and her views on things.
General Bogardus
- Voiced by: Val Kilmer
The good General of the Nohrin's generals
- The Comically Serious: He has a serious demeanor but he can be rather comedic.
- Connected All Along: Delgo soon realizes that he spared him from slaughter when he was a kid.
- Fatal Flaw: He has a gambling habit which caused him to lose his weapons to Rauis
- Jerk with a Heart of Gold: As gruff as he can be, he is rather kind-hearted.
General Raius
- Voiced by: Malcolm McDowell
The evil General of the Nohrin's generals
- Bald of Evil: He does have some hair but is otherwise bald and rotten to the core.
- The Dragon: He is Sedessa's second-in-command.
- Fantastic Racism: He hates the Lockni like almost the rest of his species.
- The Stool Pigeon: He is Sedessa's informant.
Elder Marley
- Voiced by: Michael Clarke Duncan
A Lockni Elder and Delgo's mentor/father figure.
- Big Good: Next to King Zahn, he is the wisest character in the movie.
- Cool Teacher: He is rather badass.
- Ink-Suit Actor: Michael Clarke Duncan says that that Elder Marley was modeled after him.
- Flat Character: Apart from being Delgo's wise mentor and being one of the Lockni village leaders, there's barely anything else noteworthy about him.
- Magical Guardian: He and the rest of the Elders use their telekinetic abilities to keep their land safe from danger.
- Not So Above It All: Even he is willing to put up a fight against the Nohrin despite opposing war.
