Despite the game having tons of characters, every single citizen has a few unique quirks that make them stand out from all of the rest.

Applicable to Everyone
- Badass Normal: They are just regular people after all.
- Catchphrase: Job-related ones when attacking, leveling-up, taking damage, getting knocked out, etc.
- Everyone Calls Him "Barkeep": But they can be renamed.
- Exactly What It Says on the Tin: Their talents correlate with their jobs.
- Mundane Made Awesome: Their skills are their job-related tasks and turned into weapons!
- Static Role, Exchangeable Character: They end up being this in story cutscenes.
- Pre Ass Kicking One Liner: Job-related, of course.
The Vice President
Voiced by: Kirk Thornton
The main character of the story who sets out to investigate numerous anomalies that pop up around the area beginning with a strange factory beneath the local Moonbucks.- Clear My Name: Twice. Is first placed under arrest in regards to the disappearing Moonbucks and is accused of kidnapping the President in Chapter II.
- Enemy Without: The Jester.
- Hidden Depths: Despite being the below Idiot Hero, he is able to fully understand Programmer's Technobabble. Turns out he has a degree in computer science but simply didn't like the stigma that went with being a nerd.
- Idiot Hero: And how. He has absolutely no idea about anything that's going on around him, regardless of what it is. Even if it's a protest blatantly against him.
- Jerk with a Heart of Gold: He does some questionable things during the game and can be pretty selfish, but he also does a lot of good and genuinely cares about the people who he recruits.
- Mission Control: Effectively directs the citizens' actions during battle. He also points out an enemy's strengths/weaknesses.
- My Friends... and Zoidberg:
- At one point addresses the party as "Ladies and gentlemen... and mom."
- Does this to himself in the ending when he declares, "Citizens of Earth... and me!"
- Non-Action Guy: To the the extent that he immediately recruits his own brother and mother to fight his battles for him at the start of the game. He seems to finally get over this during the final battle.
- Reasonable Authority Figure: Despite not being as popular as he thinks, he still commands the respect of his recruited citizens. He also hired the Lifeguard as his personal bodyguard after his actions cost her her job.
- Small Name, Big Ego: He believes pretty much everyone adores him.
The Citizens (Listed Alphabetically)
Alien
- Canon Immigrant: In-Universe as he's not an actual citizen of earth but is recruited as one anyway.
- Emotion Eater: An unusual example as he's nourished by and his technology runs entirely everyone else being happy.
- Pronoun Trouble: The dialogue box when recruiting it says that "He (or she?) can upgrade the VR Arena". Situations afterwards that would require gendered pronouns simply use "it" instead.
Architect
Voiced by: Karen Strassman
- The Engineer: All her attacks are related to designing things, but her non-combat ability allows her to build bridges
Artist
Baker
Voiced by: Patrick Seitz
- Acrofatic: The most rotund party member but he has no problem sprinting across the map with everyone else.
- Catchphrase: "I'll cook you to a crisp!"
- Combat Medic: The Baker is one of the best healers in the early game, and he also packs a mean punch.
- Gratuitous German: Likes to shout, "Vunderbar!" when leveling up.
- Kill It with Fire: His elemental skills are all fire-based.
Barista
Voiced by: Wendee Lee
- Fragile Speedster: The Barista has one of the highest agility ratings of the Citizens, but her defense is extremely low if you don't level her up with defense-bonus citizens.
- Genki Girl: Unknown if she's that way naturally or because all of her skills are coffee-related.
Bartender
- Catchphrase: "Bottom's up!"
- Drunk on Milk: He serves soda, which has powerful immediate effects followed by nasty effects afterwards. The in-battle description makes some of them sound like they are consuming alcohol (such as going into root-beer withdrawl).
Beekeeper
Voiced by: Erin Fitzgerald
- Pun: She loves bee-related puns and her greeting is even, "Hey, honey!"
- Serious Business: She lobbies the VP to focus more on the natural rights of bees.
- Verbal Tic: You'd better bee-lieve that she will stretch out any bee sounds in her words just bee-cause she can.
Brother (Mailman)
Voiced by: Yuri Lowenthal
- Catchphrase: "I've got your back, bro!"
- Jack of All Stats: The game even lists him as being the well rounded one.
- Non-Indicative Name: He's the only citizen whose name isn't also his job title, but he's still the VP's brother. Averted with his skill set since his attacks are related to being a roughhousing brother while his Talent is job-related.
Bodybuilder
Voiced by: Patrick Seitz
- Blind Without 'Em: Recruiting him requires taking advantage of his being near-sighted.
- Defeat Means Friendship: He'll join if the VP can out-lift and out-pose him.
- Dumb Muscle: The other half of recruiting him requires taking advantage of this trait.
Camp Counselor
Voiced by: Kyle Hebert
- Drill Sergeant Nasty: As rigid as a camp counselor can be.
- The Nick Namer: His noncombat ability is to change the name of your citizens.
Captain
Voiced by: Jason Charles Miller
- Catchphrase: "It's booty time!"
- Talk Like a Pirate: It wouldn't be booty time otherwise.
Car Salesman
- Badass in a Nice Suit: Both in his character art and as a piece of equipment.
- Catchphrase: "Hope you have insurance!"
- Defeat Means Friendship: The Vice President has to beat him in a race in order to recruit him. Can also be literal as it's possible to attack and destroy his car during the race.
- Honest John's Dealership: His dealership is just shy of being this trope.
Cat Lady
Voiced by: Wendee Lee
- Cloud Cuckoo Lander: Her obsession with cats makes her seem rather crazy, such as how she believes she can speak their language even though she's actually still speaking English.
- Kindhearted Cat Lover: Of course.
- Speaks Fluent Kitty: Claims to be able to do this, but its really just English. Is surprised that the VP understands also.
Conspiracy Guy
Voiced by: Kyle Hebert
- Because You Were Nice to Me: He tells the VP that he was the first to ever believe anything he had to say.
- Catchphrase: "You're working for them!"
- Jack of All Stats: Due to his versatile skill pool and decent stats.
Cop
Voiced by: Erin Fitzgerald
- Catchphrase: "You're under arrest!"
- Defeat Means Friendship: Perhaps the only citizen who must be defeated in a straight-up fight in order to recruit.
- Quest Giver: Handles the Wanted Poster quests.
Exterminator
Voiced by: Erika Ishii
- Catchphrase: "Exterminate!"
- Instant Sedation: She can put enemies to sleep with tranquilizer darts, but the effect takes place a couple of turns later.
- Mass Monster-Slaughter Sidequest: Her Extermination quests.
- Quest Giver: Handles the Extermination quests.
- Speech Impediment: Has a pronounced lisp when delivering her Catchphrase.
Farmer
Voiced by: Wendee Lee
- Awesome, but Impractical: Her plants have powerful effects such as fully restoring everyone's HP or performing a powerful attack, but they take several turns to finish growing and come into effect, while most battles are very short, including boss battles.
- Green Thumb: Many of her battle skills involve plants that must be planted and harvested before their actions take effect.
- Item Crafting: She can take the bits of pieces dropped dropped by normal enemies and combine them into restorative and other items. Useful, as the game has limited inventory space.
- Miniature Senior Citizens: An old lady, and also one of the shortest characters in the game.
Firefighter
- No Sense of Direction: Even though she can find and evacuate the party from wherever they are, she herself had gotten hopelessly lost at the place where she's recruited.
Gambler
- Catchphrase: "Jackpot!"
- Cowboy: Is dressed up and speaks like one.
Gardener
Voiced by: Wendee Lee
- Gradual Regeneration: The only character than can bestow this on an ally or the party.
- Green Thumb: Her in battle talents involve attacks with plants. Subverted, in that her non-combat abilities involve hacking plants to clear paths.
Handyman
Voiced by: Ben Diskin
- Companion Cube: With his tools.
- Duct Tape for Everything: One is healing abilities involves duct tape, and even his catchphrase is "Nothing a little duct tape can't fix."
- The Engineer: All his abilities are related to his tools, but his non-combat abilities allow him to fix doors.
- Evil Elevator: What kept him trapped on the top floor.
- Go Mad from the Isolation: Goes slightly crazy from being trapped on the top floor of the building you recruit him from. This is despite the fact he simply could have taken the stairs.
- I Call It "Vera": He's named all his tools.
Homeless Guy
- Because You Were Nice to Me: Joins the VP after he gives him $100, which is more than everyone else combined has given him before.
- Screw Politeness, I'm a Senior!: Several of his attack phrases invoke this.
- Video Game Stealing: He can take money or items from enemies. Unlike other examples of the trope, he's not stealing, but begging for items or cash.
Lifeguard
Voiced by: Erin Fitzgerald
- Amazon Brigade: Size-wise, she's the biggest character in the game, even putting the Bodybuilder to shame!
- Brawn Hilda: Of the muscular variety.
- Glorious Mother Russia: Has a very thick Russian accent.
- You Have Outlived Your Usefulness: Job-related example as she joins the VP because he made the beaches safe enough to make it so she was no longer needed at her job and thus got fired.
Mom
Voiced by: Karen Strassman
- Action Mom: Can defeat various Eldritch Abominations despite being an elderly mother of two
- Catchphrase: "Mother knows best!"
- Comedic Spanking: She can spank any enemy in the game.
- Cool Old Lady:
- Exposition Fairy: Explains various concepts of the game in the beginning and her out of combat skill has her giving in-game advice
- Generation Xerox: Both of her sons inherited her red hair.
- Intimate Healing: She can hug and kiss damage and status effects off from her allies.
- Miniature Senior Citizens: One of the shortest characters in the game.
- Talking the Monster to Death: Half of her damaging attacks have her nagging at the enemy.
- Tough Love: Her skill of the same name damages an ally for a massive attack boost.
- You Are Grounded!: One of her attacks has her grounding the enemy possibly inflicting stop on them
Musician
- Defeat Means Friendship: Pass his Rhythm Game challenge in order to recruit him.
- Musical Assassin: Can battle enemies by playing music.
Pharmacist
- Defeat Means Friendship: Inverted. Recruiting him requires entering into battle and constantly using the Run command to make him lose all of the weight he'd gained. If you attack him, the battle ends and the party has to start over.
- I'm a Humanitarian: During the recruitment battle against him at least.
- Puzzle Boss: Before even fighting him, you need to figure out that you need to get the Big Bertha donut from the bakery in your hometown. Then, you must return to him with the donut, and he will attack you. But if you beat him, he'll just complain about you hurting him and no progress will be made. Instead, you must use the "run away" command to make him chase you and lose weight.
- Sheathe Your Sword: You cannot attack when fighting him.
Photographer
Voiced by: Cassandra Lee Morris
- Paparazzi: Her scavenger hunts involve her snapping photos of the VP traveling to different parts of the world.
- Quest Giver: Handles the Scavenger Hunt quests.
Photon
- Elemental Powers: Using its Light Spectrum abilities changes the element of its attacks to Aqua (Blue), Fire (Red) or Toxic (Green).
- Jack of All Stats: Its citizen card even calls it well rounded (Literally).
- Starfish Language: The only citizen that doesn't speak, instead it makes strange, vaguely musical chimes.
Pilot
Voiced by: Erin Fitzgerald
- Scarf of Asskicking: And it is always flowing.
Plumber
- Big Applesauce: Speaks with a very thick Brooklyn accent.
- Expy: Dark hair, thick mustache, heavy Brooklyn accent? Definitely shades of the early depictions of Mario.
Programmer
- Black and Nerdy: And loves online games.
- Have You Tried Rebooting?: Can reboot his own body with the Reboot skill. It takes two turns, during which he's completely useless, but afterwards he gets a full heal and energy restore.
- Leaning on the Fourth Wall: "I feel like I'm in a video game!" whenever he levels up. He also works for Eden Industries.
Psychologist
- Catchphrase: When hit, "Pain is just an illusion."
- Deep Sleep: Equip the item 'Security Blanket', and it places him in a perpetual sleep state. His Self-Hypnosis ability also does the same. Useful, if you want to use his Nightmare Attack, which works best if either he or his enemy is asleep.
- Forced Sleep: His abilities can inflict this on himself or his enemies.
- Terror Hero: Particularly if you use his Nightmare attack.
- The Professor: Of Psychology.
Secretary
Voiced by: Ben Diskin
- Big Bad: He manipulated the aliens into spreading misery around the planet to fuel the Misery Machine.
- Heel–Face Turn: He reforms himself after his defeat.
- Hypercompetent Sidekick: To the President and Vice President. He does all the work and they take all of the credit, leading to resentment and a loss of sanity.
- I Just Want to Be Special: He hates his job and wants to be more.
- Sanity Slippage: He has been slowly losing it over the years working for the VP.
- Walking Spoiler: There are important aspects of his character that are not revealed until the game's climax.
School Mascot
Voiced by: Ben Diskin
- The Ace: He can do it all. He can heal, cure status, increase XP gained, and his abilities work great for defeating bosses and regular mobs.
- Enemy Without: You can't recruit him without tracking down and defeating his school spirit in random battles.
- Fighting Clown: His voice invokes images of this.
- Goofy Suit: He looks like the lovechild of Grimace and Frylock.
Scientist
- Came Back Wrong:
- Her experiments in the Pet Cemetery resulted in zombie kitties.
- Her Frankencreature ability causes a knocked-out target (either friend or foe) to return to battle, but with three full brainwash stacks, causing it to attack its own allies.
- For Science!: Her general attitude.
- Laughing Mad: She has this expression on her portrait.
- Lightning Can Do Anything: You can only recruit her doing a rainstorm, with Lightning powering her experiment in previously mentioned Pet Cemetary.
- Mad Scientist: Not really one for safe and sane science.
- Time Master: Her non-combat ability allows you to fast-forward and reverse time.
Sushi Chef
- Chef of Iron: His strongest attacks involve his sushi knife, and he has other food-based abilities.
- Death or Glory Attack: A healing variation. His Fugu ability has a 75% probability of completely healing him and restore his full energy... and 25% of knocking him out instead.
- Fire-Breathing Diner: The Dragon Roll and Dynamite Roll allow him or another party member to breathe fire on the enemies
- Gratuitous Japanese: Most of his voiced clips are common Japanese phrases.
- Masochist's Meal: The above-mentioned spicy sushi and fugu.
- Shout-Out: When selected into your party, he shouts out "Okay desu ka!". If it were any other game, this would perhaps not be important, but as Eden Industries has made it quite clear Earthbound was a major influence, fans of that game would instantly recognize it as what's said in one of its very few voice clips (at the start, when assigning character names).
- Timed Mission: Recruiting him is a combination of this and Luck-Based Mission as you must obtain 5 pieces of Fresh Sushi that randomly drop from undersea enemies and will spoil if you take too long to deliver them to him.
Superfan
Voiced by: Cassandra Lee Morris
- Ascended Fangirl: In-Universe as she's a big fan of the VP.
- Awesome, but Impractical: Most citizens have one strength and one weakness. Some have two, but she has a whopping three strengths and three weaknesses. Which means that if you don't take note of what enemies you're fighting with her, she'll likely get knocked out quickly.
- Glass Cannon: Has a piece of equipment that lets her act twice per round but halves her defenses.
- Handicapped Badass: She rides around in a wheelchair. Doesn't stop her from fighting aside the other citizens.
Teacher
Voiced by: Joe Thomas
- Catchphrase: "Time to teach you a lesson!"
Weather Lady
Voiced by: Karen Strassman
- Luck-Based Mission: To recruit her, she has to find you walking around in the rain.
- Weather Manipulation: She doesn't predict the weather, she makes the weather! Her attacks are also influenced by the current weather.
Yoga Instructor
- Granola Girl: Appears to be this at first glance, but reveals she really likes hotdogs and hamburgers.
- Pregnant Badass: Though not confirmed, she has a prominent bulge that certainly makes her seem pregnant.
Other Characters
President
Voiced by: Richard Epcar
- Our Presidents Are Different: Of the 'President Target' variety.
Opposition Leader
Voiced by: Steve Kramer
- The Cake Is a Lie: Promised breakfast to the people he rallied to protest the VP at the start of the game. They never get it.
- Evil Cannot Comprehend Good: Offer to pay off the Gambler's debts, and he's genuinely baffled as to why you would do this, asking what your angle is.
- Promoted to Playable: In Citizens Unite: Earth x Space.
- Jerkass: Tries to confiscate the Baker's World's Largest Donut(TM) to feed the protestors. He can later be seen harassing the Gambler over his debts.
- Sore Loser: Rallies a protest against the VP because he lost the election rather than any other reason.
- We Will Meet Again: Says this after his defeat as the first boss of the game.
The Misery Machine
- Emotion Eater: Feeds on the negative emotions of everyone on the planet.
- Evil Cannot Comprehend Good: How it's defeated.
