Founded by Zedius, an eastern barbarian chieftain, who with the help of a Razite clergy who survived the fall of the Lazberian Empire, led a powerful army to reclaim the majority of the Old Empire's territory and establish themselves as the successor state to the old empire. The autocratic state is ruled by an emperor and its society is stratified into a number of social classes, the lowest of which are slaves. One group of the slave caste is composed of young boys taken from conquered lands or as tributes, who are then indoctrinated into Razite culture and trained to be soldiers.

Raze Empire

    Emperor Kleiman VI

  • Big Bad: Subverted Trope. Since he's the ruler of the empire he seems to be the main villain. In truth, he's manipulated by Urbanus who is the real Big Bad. Besides he's just a good guy who wants to protect his people from the attacks of the Berwick League and he has no ill will towards Veria. He only faces the good guys because of Mordias and Volcens' attacks.
  • The Emperor: of the Raze Empire.
  • Expy: of Hardin as both were formerly good monarchs leading The Empire wich is about to Take Over the World. Also he's manipulated by his Evil Chancelor like Hardin. Unlike the later he is not Brainwashed and Crazy, he's Not Evil, Just Misunderstood.
  • The Good King: Unlike the likes of Mordias and Volcens, he's a genuinely good man who only wants what's best for his people. He even ousted Urbanus for his warmongering actions once his role in killing Harmel VIII was revealed by the Apostle Silpha.
  • King on His Deathbed: He's on the verge of death at the beginning of the story and dies near the end of the game.
  • Not Evil, Just Misunderstood: Kleiman just wants to protect his country from the Berwick League which attacked him in the first place. You can blame Urbanus for killing Mordias' father, wich caused the latter's hatred for The Empire and his Start of Darkness.
  • Strong Empire, Shriveled Emperor: The Empire is a very powerful nation. In contrast, Kleiman is dying.
  • Unwitting Pawn: To both Mordias and Urbanus. The former convinced him to help him end the Verian Civil War, only to stab him the back by declaring war against him and blaming him for the Apostle's death (which he caused) while the later's machinations forces him to return to power as the Pope of the Raze Church and begin his plan to enact genocide upon the Verian Faithful.

  • Big Bad Wannabe: He fancies himself as The Evil Prince who will kill his cousin and take the throne by force. In the end his attempted take over fails and costs him his life.
  • Despotism Justifies the Means: Fully endorses Urbanus' policy of genocide against the Verians, as long as he supports him in becoming Emperor. Not to mention him and Urbanus killing or imprisoning their political opponents and condemning their children to slavery.
    Faisal: (To Cardinal Rasputin regarding the threat of Zephyrus' rising popularity with both the soldiers and the citizens.) You think I don't know that?! Why else would I have chosen to ally myself with you and Urbanus? Please remind His Holiness that when I become Emperor, the Church will be given much more freedom. You may deal with the Verians as you see fit. Burn them, impale them, enslave them... Proselytize as you wish. You have my full support.
  • Expy: of Ashnard. Like Asnard, he's The Evil Prince who tries to get the throne by killing his family members and plots with the evil High Priest. Unlike Ashnard, he fails and is The Unfought.
  • Evil Wears Black: and he proves it!
  • The Evil Prince: Tries to kill Kleiman's son to get the throne... but fails.
  • Hate Sink: Nothing about him is remotely sympathetic. He hates his aunt and cousin simply because the latter's birth means that he can't have the throne, and he turns into slaves the children of his political enemies.
  • Obviously Evil: Seriously, just look at him.
  • Undignified Death: As revealed in the epilogue, he gets trampled to death by his own soldiers as they retreat after being curb-stomped by Zephyrus.
  • Villain of Another Story: He's essentially the Big Bad to the likes of Zephyrus being a Hero of Another Story who opposes him and Urbanus

The Church of Raze

The leader of the Raze Church. A fanatical cultist who will do anything to make sure Raze will rule the world.
  • Big Bad: of Berwick Saga. He's behind most of the game's events.
  • The Chessmaster: from manipulating Prince Faisal into attempting a takeover to influencing King Volcens via Jacharam, Urbanus is behind every single bad thing that happens during the game. He also killed King Mordias' father, wich led to him turning evil and killing Zephyrus' mother. Then Zephyrus turned evil, destroyed the Berwick League and killed Reese's father.
  • Evil Chancellor: of Emperor Kleiman whom he manipulates into continuing the war.
  • Expy: of Gharnef as the evil sorcerer behind every event of the story. Him manipulating the Emperor is also similar to Manfroy.
  • Hate Sink: He kickstarted a war out of fanaticism and caused Reese and Lynette to lose their parental figures to Zephyrus and Mordias IV respectively. He also convinced Faisal to kill his own cousin.
  • High Priest: of the Raze Church.
  • Walking Spoiler: It's hard to talk about him without explaining what he did or why there is a war to begin with.

Class: Dark Warrior
Right-hand man of Pope Urbanus IV, and one of the strongest warriors in the Empire, more capable than the Raze Cardinals.
  • Cool Sword: The Vajira. It not only gives an additional +3 to his crit rate, it reduces all incoming damage against him by 66% percent.
  • The Dragon: The right-hand to Pope Urbanus IV and has influence and power comparable to the Four Cardinals of the Raze Church.
    • Dragon with an Agenda: He is open about his lack of interest regarding the Raze faith and his plans of supplanting Pope Urbanus IV and taking over the world.
    • Co-Dragons: with Jacharam. They are the two most influent henchmen of Urbanus.
  • Expy: Of the Black Knight, specifically his character in Path of Radiance.
  • Final Boss Preview: His early appearance in Chapter 3 that shows off his high stats and his weapon.

Class: Raze Bishop

  • Co-Dragons: with Chaos. They are the main minions of Urbanus IV.
  • Dark Is Evil: a Dark Bishop clad in black and he is a major villain. Turns out than he is also The Heavy.
  • Evil Chancellor: of King Volcens while posing as Herman.
  • Evil Sorcerer: well he is a Dark Bishop!
  • Expy: of Veld. They both are bad chancellors to a treacherous warlord and act as number two of the big bad. Both are the relatively easy final boss of an hellish level and wear a green robe too (sprite wise for Jacharam).
  • Final Boss Preview: He has a fight with Volcens during a cutscene right before facing Reese. This allows the player to see his weapon, his health points and his attack.
  • The Heavy: While posing as Herman, he convinces Volcens to send Reese's party into accomplishing suicidal missions. Thus he is the most direct threat to the heroes.
  • Hate Sink: The most evil bad guy next to Urbanus IV, who just happens to be his boss.
  • The Mole: He infiltrates the Verian royal court to destroy the Berwick League from the inside and to know the plans of Volcens.
  • Walking Spoiler: It's obvious early on than the guy is evil. However the fact he is a mole and a Cardinal of Raze is not. Nor is the fact than he isn't the real Herman.

Class: Wyvern Master
One of the strongest generals in the Raze Empire.
  • Anti-Villain: He only serves the Empire out of loyalty to the Emperor and the Empress. The former saved him from slavery and an incoming execution. The later is his sister.
  • The Dragon: The right hand man of Kleiman and Anastasia.
  • Dragon Rider: He rides a wyvern.
  • Expy: of Zelgius due to the fact that he killed Reese's father.
    • As an ambitious Dragon Rider, he brings to mind Michalis, Travant and Claude. He shares the latter's situation of coming from the nation their country is at war with and planning to use the high position they have acquired to reform their new country.
  • Hero of Another Story: His backstory of being a Fallen Prince, his rise from being a slave to the most powerful General of the Raze Empire and his conflict towards Mordias IV and Faisal and Urbanus to achieve vengeance and protect his loved ones can make an impressive story by itself.
  • Internal Reformist: While his only goal is ensuring the safety of his sister and nephew, he essentially becomes this as he opposes the likes of Urbanus and Faisal, who intend to rule the Raze Empire with an iron fist and enslave or kill off the Verians.
  • King Incognito: He's actually Friedrich, the exiled prince of Veria and the brother-in-law of the Raze Emperor.
  • You Killed My Father: He killed Reese's father.
    • His uncle, King Mordias IV actually killed his mother. He killed him (and Reese's father Margrave Bernstol who protected him) to avenge her.

Class: Raze Priest
A Raze Priest responsible for poisoning the river on Mt. Neam.
  • Non-Action Guy: Armed with only a Berserk Orb, he relies on his underlings to protect him. He does however waits for an underling to fetch him his Scylla Orb for him.
  • I Have Your Wife: He forces an unnamed "Razite" to help poison the river by holding his son hostage.
  • Shout-Out: He references the running gag of Fire Emblem: Genealogy of the Holy War in which a dark mage is waiting for an underling to fetch him his weapon.
  • Starter Villain: He and his underlings are the Sinon Knights' first encounter with the Church of Raze.

    Hamilton

Commander of an Imperial supply base to the north of Navarron.
  • Soldiers at the Rear: His dialogue towards his troops and his annoyance at having to fight just before his retirement shows this attitude. Still, his death quote shows his Undying Loyalty to the Empire.

Class: Dark Priest
A Raze Priest in charge of the operation to ambush and kill the three priests on their way to the temple of Demias Forest.
  • Combat Medic: Besides the Swarm Orb, he is also armed with a Dark Mend Orb to heal from afar.
  • Status Infliction Attack: Is armed with a Swarm Orb, a long range dark magic orb that has a chance of inflicting poison.

Leader of a group of imperial prisoners attempting to escape from Navarron.
  • Great Escape: He and his fellow prisoner make a break for it to escape to the northern end of the map. The rewards of the chapter depend on how many prisoners you've recaptured.

General of the Imperial Forces attacking the Lowland Duchy.
  • Optional Boss: He appears very late into the chapter and he's surrounded by powerful reinforcements. You don't need to kill him but his death gives tactics points for Reese.

  • Elite Mooks: His troops are far stronger than usual and pack powerful weapons and skills.
  • Optional Boss: He and his troops only observe the battle between the Sinon Knights and the bandits and will only grow hostile if any of your units enter their attack range.

The cruel warden of an Imperial Prison Camp at Calvaria.
  • Contract on the Hitman: Fully intends to kill the very mercenaries he hired after they kill off the prisoners.
  • Cool Sword: Is armed with an Estoc, a sword that ignores shields and can strike twice in battle.
  • False Flag Operation: His plan to hire mercenaries to kill the prisoners and then kill them off with his troops, falsely reporting to his superiors that the Berwick League attacked.
  • Wardens Are Evil: Enjoys torturing his prisoners and when he is ordered to relocate them, he instead hires mercenaries to kill every single one of them, then kill off the mercenaries and report it was the Berwick League who killed them.
  • Villainous Breakdown: Once all the prisoners escape, his smug personality breaks.
    Dallas: ..Get moving... I SAID, GET MOVING!!! FIND THOSE SNEAKING RATS WHO DARED TO RUN FROM ME! IF YOU DON'T COME BACK WITH THEIR HEADS, I'LL HAVE YOURS PUT ON A PIKE!

The leader of the Imperial Force attacking Kaine Village
  • Optional Boss: Just like with Ortmann, you don't need to kill him as you're only required to evacuate the citizens and escape but he drops his Knight Sword upon his death but also rewards you a single tactics point.
  • Made of Iron: He has the Counter Skill, which enables him to counterattack despite taking damage in battle. This skill and being armed with a Knight Sword makes him a tough foe.
