It is consistently stated that most Poke-raised children end up feral due to isolation from humanity like real-life children. Most of the pokemon that meet Ash initially don't believe that he could be poke-raised due the fact that Ash acts like a normal child. For all the problems Poison Lance had with raising him, Ash is able to function in the human world and in the wild. Tommy groomed by the Safari Zone Rangers while he was living with his Kangaskhan herd. Tommy is much more naive than Ash, probably due to never leaving his herd and possibly the Safari Zone Rangers deliberately keeping it that way.
