It's very obviously set up specifically so the meta of the week can animate it, but the timing and fashion of it coming to life is surprisingly unsettling. An officer is holding a demonstration and asks for questions from the observers when it suddenly raises its hand along with the audience members and turns its head to stare at him, as if it was alive all along. What makes it so effective is that the meta was just shown to still be in her cell far away in another part of the building, so the audience isn't expecting it to animate so soon and so suddenly when her powers have never effected anything beyond arm's reach before.
