Galaxy 2 has only seven worlds, and that's counting the postgame bonus. I think technically Galaxy 1 has six "worlds" as well. And even Super Mario World (well, seven standard "worlds" and two bonus/secret worlds). Mario games having the final boss not be at World 8 has happened before, although rarely.
