Speculation that better fits under fridge.

* KarmaHoudini: While somewhat mitigated by the loss of three warships, the Breen, as part of the peace treaty that they as Dominion members had signed, where they surrendered to the Federation Alliance, would have provisions that they would not attack the Federation nor their ships. By attacking, disabling and attempting to board the Cerritos, the Breen have just committed an act of war against the United Federation of Planets, which could have brought all Alliance members back together to remove the Breen threat.

* HilariousInHindsight: Ross Scott of WebVideo/FreemansMind did an analysis of TNG's "Symbiosis" discussing the potential outcomes of Picard's actions in that episode. Come this episode, his predictions about the two societies turned out to be fairly accurate, leading commenters to suggest the writers watched the video.

This isn't really an "Alternate" explanation anymore, as the following episode confirms this is exactly what he did.

* AlternativeCharacterInterpretation: Given the rather perfect timing of the Texas-class Aledo coming to the aid of the Cerritos, coupled with the fact that Freeman didn't send a DistressCall, a number of fans have theorized that Admiral Buenamigo knew about the Breen presence in the system and sent the Cerritos knowing it would be potentially attacked so that he could demonstrate his new automated ship.In the next episode, Buenamigo himself confirms this. And even if he didn't specifically know about the Breen, the timing very much implies that he had the Aledo standing by to jump in and very publicly save the day if the Cerritos found any trouble whatsoever, whether they could handle it or not... which was the whole point of Project Swing By. Note that he has a presentation on the new ship ready to go when he calls in. And if he was any kind of actual friend to Carol Freeman, he'd know exactly how she'd react to being upstaged in a moment of triumph. Admiral Buenamigo might not be a full InsaneAdmiralas of the next episode, he is, but he's definitely NOT a "good friend".

** Notice that Buenamigo's knickknacks include a model of the Alamo; he's clearly a fan of Texas.
