He spends several days aboard [=DS9=] before making his move, even though there's no given reason why he couldn't have killed Quark the second he saw him. For that matter, he meets with Quark and directly tells him he intends to kill him. On the flip side, Quark continues about his normal routine and doesn't try to carry any protection or act cautiously with Fallit on-board, and Odo is apathetic and dismissive about the whole thing, even though Fallit is a convicted criminal who has declared intent to commit a crime under his watch, and Odo has been a lot more attentive toward characters who have done far less.
