You have the Inner Guardians interacting with new Sailor Guardians who refuse to work with them because of their conflicting ideologies and their willingness to [[TheNeedsOfTheMany harm innocent civilians for a greater good]]. This happens while [[LikesClarkKentHatesSuperman the two groups casually interact with each other in their civilian forms]]. And the new villains are after gem-like [=MacGuffins =]and hunt celebrities, or people with exceptional talents, to obtain them.

* CreatorsPet: The Starlights are frequently criticized for being a SpotlightStealingSquad, especially in regards to how much of that screentime could've been given to the Outer Senshi after their absence in the previous season. They've also been criticized as a needless rehash of the Outers' dynamics from the third season, as hostile new soldiers who gradually warm up to Usagi after butting heads with her so much. Naoko Takeuchi even said she didn't understand why the Starlights received so much attention when they were ultimately minor characters.

* TheyWastedAPerfectlyGoodPlot: Despite the uncanny similarities between Usagi and Rei with Aluminum Siren and Lead Crow, at no point is it ever acknowledged by the main characters which would've been ripe for some good comedic moments of the other Senshi freaking out at how alike the four women are.

** After the Nehellenia arc ends, Sailor Saturn pretty much disappears from the season until the ending when Galaxia finally attacks Earth. Fans often point to how disappointing it is that Hotaru didn't have a bigger presence in this season alongside the rest of the Outers.
** After the build-up around Princess Kakyuu, she ends up dying shortly after she reveals herself to demonstrate how dangerous Galaxia is. Those who read the manga were especially disappointed by the wasted potential, given Kakyuu lasted much longer and even got to show off her abilities as a fellow Sailor Guardian.
