For the former, it's effectively where Hermit Jerry's family died, and for the latter it's because Morty's going around to other dimensions to fix Rick's mistakes, except the one that should matter most to him.
** Rick's comment about "the rickest Rick would have the mortiest Morty" becomes a lot darker with TheReveal that Morty's original Rick is the one who killed Rick's family. Shunning attachments in the name of science and discovery, caring nothing about anyone but himself, and forcing his views and lifestyle upon others truly does make Rick Prime "the rickest Rick" - a murderous sociopath.

** That said, having captured Morty and his Summer, confiscating their portal gun, destroying said gun (and their chance to escape), attempting to ''murder'' the current Summer, and overlooking the fact that the Council of Ricks then arrested Summer and Morty does Hermit Jerry no favors, making him a bit of a JerkassWoobie.
