It's well-established both in and out of universe that Momo's appearance gets her mistaken for a ganguro and the stereotyping is that of a "party girl"; Japan itself has drastically different societal issues and approaches to race and ethnicity and assuming that Momo's trials have anything to do with Black people is both highly unlikely and glossing over the other, actual stereotyping presented in the series. It's not so much as Alternative Interpretation as outright ignoring the actual text, since there's nothing to suggest that it has anything to do with discrimination against Black people except that Momo is darker than the other characters (and she's specifically tanned brown, with bleached-blonde hair) and is judged for it (because of the ganguro stereotype). That's also not how Fantastic Racism works as a trope.
