The orphans were shown to be Bratty Half Pint, and their roles were meant to be Played For Laughs. The cartoon, as a whole, was meant to be inspired by the slapstick comedy of Charlie Chaplin and Buster Keaton. If this was a cartoon made in the 21st century, I would justify it, but this is a cartoon from '1934, and The Golden Age Of Animation was trying to get out of its Disneyesque roots.
