While they do have a legitimate concern of losing their homes due to Luna's castle being built, it's kind of complicated by the fact that (1) The animals were sneaking into and destroying the construction site at night (which amounts to trespassing and vandalism) and (2) A few construction worker ponies '''were nearly killed by a falling boulder''' because the support rope had been chewed through. Not only that, but the construction worker ponies (who were just doing their jobs) were becoming justifiably paranoid from the sabotage and accidents. With these facts in mind, it's a little difficult to see the Forest Animals as "victims" due to the potentially serious consequences of their actions.
