The reason for goals of Haqq and Aglessa's lineage is essentially the equivalent of that event, with old life being replaced with new life and the world as a whole reborn anew, which was halted with Spring Garden's creation leaving the world in a desert state -- making Spring Garden an anomaly to be corrected.]]

Back then, an incident involving [[spoiler:Japanese Honeysuckle's clan of Assassins]] being affected by this residual magic has resulted in a rampage that nearly made the whole nation collapse from the destroyed towns and wounded/killed people. Even with history erased and forgotten, the custom of dealing with powerful magic was created to prevent the worse case from happening again.
