The only reason there was a Superhero Relocation Program in the first place is the result of the public's growing disapproval towards Supers. But when their lives are threatened and the Supers save the day, the public immediately wants Supers back. So, the Screenslaver has a reason for siccing his mind-controlled Supers onto them albeit twisted.
